Main Purpose of Job

This position serves as the clinical lead for the Competency Attainment Program (CAP) under the Developmental Disability Administration (DDA) Forensic Unit for the Office of Court Ordered Evaluations and Placements. This position primarily provides competency attainment services for individuals with co-occurring intellectual disability and serious mental illnesses who are court-committed to Maryland State Psychiatric Hospitals. This position functions as a Social Worker II, Health Services Court Involved (CI) and provides professional, licensed forensic clinical, competency attainment services to individuals in an inpatient setting, who have been found incompetent to stand trial (IST) by the Maryland Courts pursuant to Maryland Criminal Procedure Title Three, and committed to the Maryland Department of Health. Incumbent will also act in a supportive role to provide diversion plans for court ordered individuals with intellectual disabilities.

A significant function of this position is to support and develop the Competency Attainment Program (CAP) by providing direct competency attainment services to individuals. This position will work to ensure program success by expanding scope of services, collect data, refine curriculum, adapt to include virtual modalities, engage in literature review to inform the educational model with best practices and informed by evidence-based models. Incumbent will revise curriculum and associated materials as needed to meet the evolving needs of the client-base and priorities of the Department. These functions are fulfilled by delivering services that are clinically appropriate and consistent with recognized social work standards of practice and the statutory requirements. The incumbent will serve in a supportive role to the DDA Forensic Unit supervisor regarding service development and delivery. 

This position supports the mission of MDH by fulfilling the statutory requirement of providing competency attainment services. Additionally, this position will assist court involved individuals with intellectual disability and co-occurring disorders to reside in the least restrictive level of care, consistent with clinical needs and safety. 

MINIMUM QUALIFICATIONS

Education:  Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience: Two years of experience rendering clinical social work services in a health care or treatment setting subsequent to the receipt of an approved Master’s degree in Social Work from an accredited college or university.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Advanced clinical licensure to independently practice Social Work;
  • Experience as a Social Worker in an inpatient psychiatric hospitals and/or forensic settings; and, 
  • Experience as a Social Worker with individuals with developmental disabilities and/or serious mental illness.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates must be licensed as a Certified Social Worker or Certified Social Worker, Clinical by the Maryland State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have a license may also apply pending receipt of the required license. When the license is obtained, submit a copy to the Maryland Department of Health Testing Unit.

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess an appropriate operator's license valid in the State of Maryland.
