POSITION DUTIES

The main purpose of the position is to assist the Chief Financial Officer/Deputy Chief Financial Officer in allocating, controlling, monitoring and accounting for federal and state general funds administered by the Dept. of Aging (MDoA).

This position is responsible for conducting finance and compliance, economic and efficiency, and program results audits. In addition, the Internal Auditor Lead conducts similar audits of MDoA’s Area Agencies on Aging (AAAs) and others as directed and is the primary contact for Office of Legislative Audit requests to MDOA.

Position duties include but are not limited to:

  • Auditing/Assessment – Performs annual assessments and financial reviews of federally/state financed sub-grants of MDoA to ensure compliance with federal and State guidelines and standards by conducting on-site reviews, performing audit tests, and preparing written reports of findings. Responds to follow-up requests by CFO/Deputy CFO.
  • Technical Assistance – Provides technical assistance to AAA to enable them to meet State and federal accounting, reporting and budget submission requirements by providing phone consultations, written correspondence and on-site consultation.
  • Payroll Processing – In the role of "Payroll Partner" aid in the processing of an accurate and timely payroll. 
  • Special Projects – As assigned by CFO & Deputy CFO. Ensure that assigned special projects are completed by their due dates.
  • Federal and State Reports – Prepares and files required quarterly and annual program financial reports with federal and state agencies.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience

3. Candidates may substitute one year of professional accounting experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Two years of government audit experience.
  • Three years of MD State fiscal experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
