Main Purpose of Job
The primary purpose of this position is to perform Enterprise Network Engineering services for the Maryland Total Human-service Integrated Network (MD THINK) Division of the Department of Human Service Unit.
The position functions as Enterprise Network Engineer responsible for the implementation of business process solutions for MD THINK and is responsible but not limited to Designing and Building Networks; Installing and Configuring Network Equipment; Monitoring and Troubleshooting; assists in the direction of the activities of Director Vendor Relations & IT Service Delivery. Security management, Human services management, vendor communications, Tier II information technology (IT) support, procurement, training, and other duties as assigned. This is a highly technical proficient level position which requires the ability to work independently and have a fundamental knowledge of State and Federal regulations, policies, and procedures to ensure that maximum allowable services can be met for internal and external customers. This position is essential to achieve MDTHINK’s and other community partners to deliver the most effective and efficient services to our population.
POSITION DUTIES
Enterprise Network Engineer
Install and configure Cisco Network devices such as routers, switches and firewalls
Troubleshoot network issues and provide solutions to ensure optimal network performance
Plan, design, configure, and install network hardware in support of customer requirements
Provide regular monitoring and network analysis regarding short and long-range planning for in-house systems
Provide third-level support and troubleshooting of network problems
Maintain technical expertise in all areas of networks and computer hardware and software interconnection and interfacing, such as router multiplexers, firewalls, switches, gateways, etc
Implement and troubleshoot LAN technologies such as VLANS, Trunking , Spanning-Tree, and port security
Create and ensure that appropriate network documentation exist, including operational instructions
Implementing security measures to protect against unauthorized access and data breaches
Collaborate with other team members to identify and resolve issues
Provide on-site support to state clients
Actively participate in LAN maintenance activities, ensuring the integrity and scalability of the organization's local network
Tier 2 End User Support
Act as Tier 3 Support Engineer and be the point of escalation for Tier 1 and Tier 2 IT Support
Run Tanium Reports and Queries and monitor Endpoints
Close Jira tickets / Monitor Jira Tickets
Monitor and assign service desk tickets
Execute image deployment and creation processes for efficient system provisioning
Undertake the installation, testing, and ongoing support of new and existing end-user devices, guaranteeing optimal functionality
Take charge of special projects assigned by management
Other Duties Assigned
Onboarding and offboarding staff
Inventory / Scanning of equipment
Develop SOPs for the IT Department
MINIMUM QUALIFICATIONS
Experience:
Two years of experience maintaining and modifying operating systems for multipurpose, multi-tasking computers.
Education:
CompTIA A+ Certification | CompTIA Network+ | CCNA Certification | Information Technology Training
Experience:
Software: Microsoft Office (Access, Excel, PowerPoint, Word); Microsoft Windows Operating Systems Windows 7 and 10.0044860004
Hardware: Cisco IT Essentials (PC software and hardware); HP desktops & laptops; Dell desktops & laptops; Lenovo ThinkPad laptops; HP printers; general computer builds and repairs; hardware installations and swaps
Support: Helpdesk: escalation and documentation on ticketing system, customer service support (email, phone, and in person)
Project Management: Project Management individual and group experience leading, communicating, negotiating, problem solving and influencing project delivery and outcomes.
Notes:
1. Candidates may substitute thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose multi-tasking computers for one year of the required experience.
2. Candidates may substitute experience operating multipurpose, multi-tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi-tasking computer systems; or converting data from project specifications by developing program code using third generation or other generally accepted computer programming languages; or designing, developing and maintaining communications networks on a year-for-year basis for a high school education.
3. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose, multi-tasking computers and one year of experience maintaining and modifying operating systems for multipurpose, multi-tasking computers for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Two years of experience working in an IT Support Tier II environment
Two years of experience working with Microsoft Endpoints
Minimum of one year experience working with C-level executives providing technical support
Must possess CCNA Certification

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week(or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
