MHBE is accepting applications for a vacant IT Technical Support Specialist Manager - Deployment Manager position. The Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection the State's health insurance marketplace, under the Patient Protection and Affordable Care Act of2010(ACA).

Main Purpose of Job

The primary role of the Deployment Manager at the Maryland Health Benefit Exchange is to oversee and manage the deployment of software applications and system updates, ensuring efficient and timely delivery while minimizing disruptions to operations. This position is crucial for maintaining systems that are essential for supporting MHBE's enterprise and Health Benefit Exchange (HBX) applications. These applications are critical for processing Medicaid applications and Qualified Health Plans (QHP). The Deployment Manager is responsible for managing resources, optimizing system performance, implementing best practices for system availability, reliability, and security, and troubleshooting any issues to maintain uninterrupted business operations. Additionally, this role involves coordinating with all teams to schedule deployments, communicate updates and issues, and devise strategies to enhance deployment processes and reduce risks.

POSITION DUTIES

50% Responsible for overseeing all production and lower environment deployments and will be the central communicator for deployment schedules, updates, and issues.

15% Oversees the scheduled management and maintenance of our infrastructure, including cloud services, servers, networks, and security, in order to reduce the impact of adverse events and improve the throughput of development and maintenance.

10% Participate in release planning and assist with developing timelines, backlogs, and future project scope to ensure accurate release delivery.

10% Responsible for change management and planning IT services in conjunction with departmental leadership to ensure that systems and services meet business and operational needs.

5% Stay current with industry trends, technologies, and best practices related to IT deployment. 

5% Updates and Reviews IT Policies and Procedures as requested. 

5% Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

 

NOTES:  

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include coursework in DevOps may be substituted for the required education.

2. At least 3 years of experience overseeing and managing the deployment of software applications and system updates, ensuring efficient and timely delivery while minimizing disruptions to operations.

3. A minimum of 2 years of experience leading a team of IT professionals, including task delegation, performance management, and resource allocation.

4. At least 2 years of experience in change management and planning IT services, ensuring systems and services meet business and operational needs.

5. A minimum of 3 years of experience managing and maintaining IT infrastructure, including cloud services, servers, networks, and security.

6. At least 2 years of experience staying current with industry trends, technologies, and best practices related to IT deployment, and integrating this knowledge into daily operations.

DESIRED OR PREFERRED QUALIFICATIONS

* Over 5 years of experience in advanced deployment management, demonstrating expertise in optimizing deployment processes and reducing risks. 

* More than 4 years of experience in strategic planning and execution of IT deployment strategies that align with organizational objectives, including collaboration with internal and external stakeholders. 

* At least 4 years of experience leading initiatives to innovate change management procedures and protocols, significantly improving project outcomes and operational efficiency. 

* At least 3 years of demonstrated leadership in managing IT operations under high-stress conditions, ensuring high morale, team cohesion, and minimal service interruption.

* Strong analytical and problem-solving skills. 

* Excellent communication skills including the ability to understand and communicate technical information to business users and gather business requirements that can be translated into technical requirements. 

* Ability to manage multiple critical priorities and tight deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
