LOCATION OF POSITION
Main Purpose of Job
The IT Business Analyst assists the Project Management
Office primarily with business requirements gathering, crafting project scope
statements, and documentation in accordance with the Agile project methodology.
In addition, the IT Business Analyst
will also assist the Project Management Office in the development,
implementation and monitoring of policies, procedures, and standards throughout
the department to ensure that project activities meet stakeholder defined
requirements. The incumbent in this position
will gather business requirements, recommend new standards, methods of
operation, and technologies to the Director of Projects to improve how the
agency accomplishes its mission.
The IT Business Analyst will be responsible for performing
needs assessments, identifying problems or solutions, assessing the current
state of the organization, recommending actions to address business needs, and
assembling business cases. The position promotes the strategic direction of
information technology and may act as the Director of Projects representative
in meetings and conferences or as liaison between the Project Management Office
and agency units. This position will also act as the team leader on IT projects
and may work on sensitive and confidential information at the discretion of the
Director of Projects.
This position provides technical and business process advice and guidance to
the environmental media staff, vendors, supervisory personnel, and to
departmental management regarding future direction, customization, software
enhancement, and business process standardization for the implementation of ETS,
LRCA, and other IT application projects.
MINIMUM QUALIFICATIONS
Experience: Five years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field to include course work in systems analysis and applications programming using generally accepted computer programming languages for four years of the required experience.
2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for four years of the required experience.
3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.
4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, or other information technology related field to include course work in systems analysis and application programming using generally accepted computer programming languages or in operating systems and data communications technology and one year experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining or modifying operating systems for computer for the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
