Main Purpose of Job

The primary purpose of this position is to perform Enterprise Engineering services for the Maryland Total Human-service Integrated Network (MD THINK) Division of the Department of Human Service Unit.

The position functions as Enterprise Engineer responsible for the implementation of business process solutions for MD THINK and is responsible but not limited to Asset Management System; Endpoint Management Monitoring (Tanium), Reports and administration; Administration and Monitoring of Ticketing System (Jira); assists in the direction of the activities of Director Vendor Relations & IT Service Delivery. Security management, Human services management, vendor communications, Tier III information technology (IT) support, procurement, training, and other duties as assigned. This is a highly technical proficient level position which requires the ability to work independently and have a fundamental knowledge of State and Federal regulations, policies, and procedures to ensure that maximum allowable services can be met for internal and external customers. This position is essential to achieve MDTHINK’s  and other community partners to deliver the most effective and efficient services to our population.

POSITION DUTIES

Enterprise Engineer

Develop, implement and maintain IT asset management solutions

Build, develop, and maintain automation workflows in JIRA/Insight, 

Develop plugins to extend JIRA capabilities

Utilize Active Directory to manage user accounts, permissions, password resets, and group assignments, ensuring a secure and organized directory structure

Provide tier III technical support with a high degree of customer satisfaction

Research software and related products to support recommendations and improvements. Determine systems integration issues by evaluating components; analyzing test data and user input; studying project requirements; evaluating similar and related products and systems

Design, implement, manage and deploy endpoint images

Contribute to project documentation and identify gaps in processes, procedures, workflows, or as-built documentation that can be developed or enhanced

Administer Azure, Active Directory, and Group Policy, ensuring secure and efficient user and resource management

Leverage Python, JavaScript, SQL and other programming languages

Leverage Intune and Azure as tools to monitor and configure Endpoints

Actively participate in LAN maintenance activities, ensuring the integrity and scalability of the organization's local network

 

Tier 3 End User Support

Act as Tier 3 Support Engineer and be the point of escalation for Tier 1 and Tier 2 IT Support

Run Tanium Reports and Queries and monitor Endpoints

Close Jira tickets / Monitor Jira Tickets

Monitor and assign service desk tickets

Execute image deployment and creation processes for efficient system provisioning

Undertake the installation, testing, and ongoing support of new and existing end-user devices, guaranteeing optimal functionality

Take charge of special projects assigned by management

Other Duties Assigned

Onboarding and offboarding staff
Inventory / Scanning of equipment
Develop SOPs for the IT Department

MINIMUM QUALIFICATIONS

Experience: 

Minimum one year experience with JIRA and Insight

Analytical IT Support specialist with competitive problem-solving skills. 

A critical thinker who addresses customer support issues in a timely manner while adhering to the highest performance standards. 

Excellent organizational and time management skills with proven ability to learn new technology and working well as part of a team. 

Ability to investigate and troubleshoot technical problems.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field to include course work in systems analysis and applications programming using generally accepted computer programming languages for four years of the required experience.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, or other information technology related field to include course work in systems analysis and application programming using generally accepted computer programming languages or in operating systems and data communications technology and one year experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining or modifying operating systems for computer for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience working in an IT Support Tier III environment

Two years of experience working with Microsoft Servers

Minimum of one year experience working with C-level executives providing technical support

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week(or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
