Main Purpose of Job

MD THINK is seeking a seasoned Deputy Director of Infrastructure: Application Onboarding, to ensure the seamless integration of applications from different Departments in the State of Maryland applications onto the MDTHINK platform. This role requires a minimum of seven (7) years of experience in IT operations, software development, AWS, DevOps, SDLC methodologies, and project management.

POSITION DUTIES

Application Onboarding Management: Oversee the end-to-end onboarding process, ensuring efficiency and adherence to best practices. Plans, designs and develops improvements and new or advanced systems or applications across an entire area of specialization in application and various databases or operating systems software technology.

AWS Expertise: Architect and implement scalable solutions leveraging deep AWS knowledge.  Performs in-depth analysis of various information technology alternatives to include consideration of technical matters, costs and compatibility with existing hardware or software, and prepares related narrative reports and technical
documents

DevOps Implementation: Leads the adoption of DevOps practices to streamline onboarding processes. Develops the structure, methodology and use for major elements of an information technology discipline for use across hardware and software not limited to data element dictionary, operating system customization, user screen definition and use, program development tools and program generators.  Performs special assignments such as feasibility studies which involve long-range planning and an understanding and evaluation of diverse technical options in designated area of specialization to determine the course of current and future information technology solutions, methods and standards resolution of difficult.

SDLC Optimization: Integrate onboarding seamlessly into SDLC for improved efficiency and quality. Analyzes, designs and models broad projects and studies requiring critical information technology issues in designated areas of specialization. Develop high-quality software design and architecture. Identify, prioritize, and execute tasks in the software development life cycle.

Project Management: Coordinate projects, resources, and timelines effectively, demonstrating a self-starting attitude. Performs special assignments such as feasibility studies which involve long-range planning and an understanding and evaluation of diverse technical options in designated area of specialization to determine the course of current and future information technology solutions, methods and standards.

Team Leadership: Mentor and lead a team, fostering collaboration and innovation while providing expert technical advice and guidance to information technology staff including IT Programmers, Systems Analysts, Operators, Technical Support Specialists, Network Specialists, Database Specialists, vendors and supervisory personnel. Adds guidance to departmental management regarding future directions, customization, software or hardware enhancements and software or hardware purchase recommendations.

Risk Management: Identify and mitigate risks associated with onboarding. Advises management in matters related to designated area of specialization to maintain efficient and effective information support functions by recommending solutions or alternatives to problem. Oversees new projects and changes in objectives in consideration of factors such as availability of resources, cost effectiveness and overall program policies and objective.

Stakeholder Communication: Effectively communicate progress and address concerns with stakeholders.

Documentation and Reporting: Maintain comprehensive documentation and generate reports on metrics.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience. 

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
  • One year Experience leading teams in an agile environment
  • One year Understanding of SDLC methodologies and their application to onboarding.
  • One year Project management experience, coordinating projects, resources, and timelines effectively, with a self-starting attitude.
  • One year Experience leading teams 
  • One year Proven experience with application onboarding in cloud environments AWS certifications are desirable
  • Bachelor’s degree in Computer Science, Engineering, or related field. Equivalent experience accepted.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
