Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

The IT systems technical specialist (Sr. Network & Systems Administrator) is primarily responsible for research, planning, implementing, analyzing, and maintaining a secure and highly available network and communications infrastructure. Secondary responsibilities include support for the installation/configuration, operation, and maintenance of system hardware and software (non-network) and related infrastructure. This position ensures the Agency’s technology and related procedures adhere to organizational standards and meet IT industry best practices. 

 This individual is accountable for the following devices: Firewalls, switches, routers, wireless infrastructure, VPN solution, IPS/IDS, SNMP monitoring system, and web filtering. Additional responsibilities include the support and maintenance of Windows, and application systems that support the core business functions of the Agency; other systems and software include VoIP system, VMware, Meraki systems, Nutanix hyper-converged systems, Endpoint Central Desktop Management Software, and Splunk. 

 Employees in this classification receive general supervision from the Chief Information Officer (CIO). Employees may be required to work on evenings, weekends and holidays and may be subject to call in. Lottery and gaming is a 24x7x365 operation.

POSITION DUTIES

Install, configure, manage, and maintain network and communication infrastructures and supporting network hardware, software, and associated peripherals. Research, design, and recommend infrastructure technology to management and coordinate network and telecommunication projects with vendors and users. 

Research, design, and drive the implementation and documentation of the Agency’s network architecture. Create redundant, reliable, secure, scalable networks with fault tolerance, performance tuning, real-time monitoring, data collection, and disaster recovery. Assists in the development of the strategic direction of the network infrastructure for both current and future needs.  

Maintain the Agency’s servers, and other components of the IT infrastructure. Performs activities that include planning, configuration, installation, administration, monitoring, and maintenance of a VMware environment, Windows servers, desktop support, and related applications.  Install new software releases and system upgrades, evaluate and install patches, and resolve software/hardware related problems. The position maintains data files and monitors system configuration to ensure data integrity. Provide technical support and guidance to users and is responsible for backup and recovery procedures.

Monitor, diagnose, and resolve the network and network security problems and concerns associated with network hardware and software. Analyze network efficiency by conducting network tests and running diagnostics to forecast performance thresholds. Monitor and report on network traffic, usage, and performance. Review system logs to identify any possible intrusions or abnormal activity.

Implement, maintain, update, and design security measures to ensure the integrity of data resources and prevent unauthorized access to network systems. Work with vendors and internal resources to conduct regular risk assessments and remediate all identified network security, performance, and capacity risks. Conduct network vulnerability tests and perform periodic security audits and assessments. Document, analyze and audit network resources, configurations and security settings.  

Inventory technical equipment including system and software configurations and network addressing; ensure that software license agreements are current and accurate in accordance with Agency policy. 

Perform other duties as assigned. Provide support to other division staff members. 

Travel to remote office locations for network software and hardware support. 

Be available outside of business hours for support and planned maintenance activities.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in a network administration role with the following experience: installing, maintaining, and configuring network devices such as routers, switches, and firewalls. One years’ experience performing system administration and desktop support with two or more of the following technologies: Windows Server OS, Nutanix hyper-converged systems, Endpoint Central Desktop Management Software, Meraki, or Splunk.  


Notes:  

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience. 

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.


SELECTIVE QUALIFICATIONS

CCNA or greater certification.


DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

- Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in systems analysis and applications programming using generally accepted computer programming languages or in operating systems and data communications technology.
- Experience with Cisco ASA Firewalls, Cisco Routing and Switching devices, VMware, Splunk, Nutanix hyper-converged systems, Cisco Firewall Management Center (FMC) and Firewall Threat Defense devices (FTD’s). 
- Experience with State of Maryland Department of IT (DoIT) processes and technologies. 
- Experience creating system documentation and network diagrams.
- Experience with IT Audits. 
- Experience maintaining a network that spans multiple physical locations. 


LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
