Main Purpose of Job

This position is responsible for the overall service and support of information and telecommunication systems Baltimore City’s Department of Social Services’ (BCDSS), by maintaining and providing data and information support services to the entire Baltimore City jurisdiction, which includes over 1700 network end users across 17 & DHS affiliated sites. This includes the daily monitoring, support, maintenance, and modification of local BCDSS applications; the daily monitoring and support of citywide endpoints, and the processing, coordination, resolution, and documentation of Incidents and Work Requests assigned to Baltimore City IT Support. This position serves as project manager and liaison between OTHS, BCDSS, and its vendors in the analysis, design, development and testing, implementation, documentation, and evaluation of new and/or modified local system and/or operating systems solutions, as approved for use by DHS.

POSITION DUTIES

  • Manages projects using best practices to analyze, plan, design and deploy new hardware/software related to the introduction of new or the integration and upgrade of approved local applications for staff in the Baltimore City jurisdiction.
  • Plans, designs and develops improvements and new or advanced systems or applications including but not limited to device management, application deployment, identity management.
  • Develops design specs and support procedures as related to the overall service delivery for all unique line of business hardware and software solutions.
  • Obtains and takes advantage of training opportunities that support and advance organization-specific operational and project objectives. Participate in unexpected projects.
  • Builds automated service and support solutions that address complex challenges faced by IT partners and teammates.
  • Troubleshoots and resolves local BCDSS systems issues` and problems as they arise.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience. 

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year experience using Microsoft Intune for endpoint management.

One year experience providing end user technical support for various desktop device issues including but not limited to desktop PCs, laptops, and printers; as well as developing and delivering technical support documentation for technical and non-technical audiences using a variety of mediums.

One year experience working with data analysis and reporting tools – Excel pivot tables and data merge experience preferred.

One year experience managing projects using best practices to analyze, plan, design, and deploy new hardware/software initiatives.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least twelve (12) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
