POSITION DUTIES
- Provide direction, guidance and definition of the SIF technical architecture to effectively support the Agency's objectives and increase operational efficiency.
- Create, test and implement IT infrastructure and data backup, disaster recovery and business continuity plans for Agency offices and hosted facilities.
- Develop and implement Agency IT strategies including outsourcing, insourcing, software and hardware upgrades.
- Establish effective sourcing models, leveraging internal and external resources to efficiently and effectively deliver IT projects, changes and operations support.
- Identify opportunities for business unit technology enablement; Meet with users to determine quality of service and to identify and prioritize needs.
- Define transition steps from the current to the future application architecture, including interoperability with existing application migration strategies; Identify opportunities to leverage solutions across technologies.
- Procurement recommendations for efficient resource utilization and performance.
- IT budget, approval and monitoring of expenditures.
- Direction, supervision and technical leadership to assigned staff and/or contractors.
- SIF Audit Compliance Committee participation
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
- An Associate's degree or higher from an accredited college or university in an IT-related field
- Experience with Active Directory administration, including AD architecture, Group Policy and schema management
- Comprehensive understanding of network principles (i.e. TCP/IP, DNS, DHCP, AD replication and server administration, firewall configuration)
- Understanding and experience with Security+ concepts (threat/attack/vulnerability detection and mitigation, access control, identity management, operational security)
- Experience with Virtual Environments including Server backup and Disaster Recovery
- Experience with Microsoft365 workspaces and email administration
- MS .Net programing or experience managing development projects
- SQL Server administration and Transact-SQL coding
- Vendor, licensing, maintenance and contract management

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
