Introduction

The SIF is a specially funded Maryland State agency whose purpose is to encourage the hiring of workers with pre-existing disabilities by assuming financial responsibility for the combined effects of a pre-existing disability and an accidental workplace injury. 

The Subsequent Injury Fund (SIF) reviews and investigates workers' compensation claims that involve pre-existing health conditions that substantially increase the disability of injured workers. The liability of employers' insurers is limited to compensation for the damages caused by the current injury, and the SIF incurs all additional liability from the combined effects of all injuries and/or conditions.

The SIF manages a non budgeted fund from which workers' compensation benefits are paid to eligible claimants. The income to the Fund is derived from assessments based upon awards of compensation for permanent disability which are paid by workers' compensation employers/insurers. The SIF's costs of operation are supported by the assessments mentioned above, making it a Special Fund agency.

This is a Contractual position with the potential to become a full time Maryland State employee. The position is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

Assist IT Director to coordinate all aspects of information technology for the Subsequent Injury Fund.

POSITION DUTIES

Assist the IT Director with Architecture design, implementation & support of SIF infrastructure including network, database, third party and custom application software, web sites, operating systems and hardware.
  • Provide direction, guidance and definition of the SIF technical architecture to effectively support the Agency's objectives and increase operational efficiency. 
  • Create, test and implement IT infrastructure and data backup, disaster recovery and business continuity plans for Agency offices and hosted facilities. 
  • Develop and implement Agency IT strategies including outsourcing, insourcing, software and hardware upgrades. 
  • Establish effective sourcing models, leveraging internal and external resources to efficiently and effectively deliver IT projects, changes and operations support.
  • Identify opportunities for business unit technology enablement; Meet with users to determine quality of service and to identify and prioritize needs.
  • Define transition steps from the current to the future application architecture, including interoperability with existing application migration strategies; Identify opportunities to leverage solutions across technologies. 
Assist IT Director with the infrastructure budget and hardware procurement.
  • Procurement recommendations for efficient resource utilization and performance.
  • IT budget, approval and monitoring of expenditures.
  • Direction, supervision and technical leadership to assigned staff and/or contractors.
  • SIF Audit Compliance Committee participation 

MINIMUM QUALIFICATIONS

Experience: Five years of professional experience and broad knowledge with installing and maintaining Microsoft PC and Server software and hardware; planning, installing and maintaining network devices; system administration; project management; strong problem solving skills.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • An Associate's degree or higher from an accredited college or university in an IT-related field
  • Experience with Active Directory administration, including AD architecture, Group Policy and schema management
  • Comprehensive understanding of network principles (i.e. TCP/IP, DNS, DHCP, AD replication and server administration, firewall configuration)
  • Understanding and experience with Security+ concepts (threat/attack/vulnerability detection and mitigation, access control, identity management, operational security)
  • Experience with Virtual Environments including Server backup and Disaster Recovery
  • Experience with Microsoft365 workspaces and email administration
  • MS .Net programing or experience managing development projects
  • SQL Server administration and Transact-SQL coding
  • Vendor, licensing, maintenance and contract management

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
