The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of IT FUNCTIONAL ANALYST II, so come join our team and make a meaningful impact on youth and the community at DJS! 

The main purpose of this position is to provide problem analysis and ongoing user support, coordinate system development and implementation, and train users in the functionality of the information systems utilized by employees of DJS. This position uses knowledge of the Software Development Lifecycle (SDLC), Agile, and Waterfall methodologies to effectively manage and enhance system operations.

Some key responsibilities of this position may include, but not be limited to:

  • Performing problem analysis to provide appropriate and timely corrective action when agency operations are adversely impacted by an application system’s malfunction or error.

  • Supporting projects and assists project managers and committees in the design, development, testing, and training of application system corrections or enhancements.

  • Providing Tier 2 Technical Support to end users on all DJS applications, including answering customer support calls, responding to customer emails, handling ticketing system requests, troubleshooting user issues directly with the customer, and updating ticketing system requests in a timely manner. Additionally, referring to Tier 3 Technical Support as necessary.

  • Monitoring the use of the information technology system to determine advances and changes necessary to achieve desired DJS goals. Plans, designs, and develops improvements to DJS information systems, and collaborates with training to maintain up-to-date materials.

MINIMUM QUALIFICATIONS

Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

1. Candidates may substitute the possession of an Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.

2. Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position may possess any of the following qualifications:
  • Two years of experience utilizing Waterfall, and Agile software system development, methodologies, and tools. 
  • Experience using DJS applications, specifically ASSIST and METS 
  • Knowledge of DJS business practices.
