Main Purpose of Job
The main purpose of this position is to oversee functions related to design, development,
implementation of software enhancements and modifications associated with the Child Support
Enforcement System (CSMS). The CSMS is a large-scale multi million dollar mainframe
system under Maryland’s Client Information System (CIS). The functions of this position
include performing functional analysis, recommending solutions and participating on
workgroups that impact the ongoing design, development, implementation and maintenance of
CSMS. The position supports local and central office end users to ensure that system software
development meets the needs of the Child Support Administration. In addition, the position
supervises staff that provides design and development, document generation and system support
services. Oversee the LAN Team that provide support for the Child Support Administration’s
Local Area Networks.
POSITION DUTIES
Serves as liaison between child support workers and developers to translate changes in business processes that yield the design, development and implementation of automated system enhancements and modifications to effectively process child support cases as required by federal and state laws and regulations and CSA requirements.
Oversee the LAN Team as they provide support for the Child Support Administration’s Local Area Networks. Sites include CSA-Headquarters, Anne Arundel Co., Baltimore County, State Staff at Baltimore City OCS, Montgomery County, Prince George's County, and limited MD State Disbursement Unit.
Coordinates the design, development and implementation of automated system (CSMS) enhancements and modification and system generated documents in order that the automated system efficiently and effectively process child support cases.
Handles all supervisory responsibilities including oversight, supervision, and professional development of staff.
Develop staff to continuously increase knowledge, experience, skills, and abilities that result in behavioral changes that positively and proactively impact the child support program.
Ensure staff receive timely evaluations.

MINIMUM QUALIFICATIONS
Experience: Four years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Candidates may substitute the possession of an Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
2. Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and three years and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
One year experience in writing Technical and Business User Stories. One Year of the required experience in a Title IV-D Child Support Program. One Year of the required experience working on an agile system build project. One Year of Supervisory Experience.
