Main Purpose of Job

The main purpose of this full-time position will be to support the business functions of the Worcester County Health Department within the Fiscal Department.

Duties for this position may include, but are not limited to the following:
  • Examining financial data within FMIS and agency records to identify trends and devise procedures for increased reliability;
  • Collaborating with agency professionals to resolve accounting issues and obtain necessary approvals;
  • Creating and entering journal entries;
  • Developing, updating, and implementing automated spreadsheets;
  • Reconciling invoices to agency accounting systems;
  • Providing technical guidance on fiscal policies and procedures;
  • Reviewing financial statements for accuracy and compliance, recommending budget modifications, and preparing budget projections;
  • Reconciling bank accounts;
  • Maintaining records in compliance with State records management policy.

The selected applicant must be willing and able to travel to all Worcester County Health Department sites.

PLEASE NOTE: This position may be permitted to work a hybrid work schedule with telework up to two (2) days per week if permitted upon successful completion of the probationary period.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Experience using spreadsheet programs and financial management platforms
  • Experience creating journal entries
  • Experience working with the Maryland Financial Management Information System (FMIS) or other accounting software
  • Experience with electronic filing (ex. data entry, organization, cross-referencing, scanning, copying and retrieval)
