Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

LOCATION OF POSITION

Baltimore City or hybrid (between office and telework)

Main Purpose of Job

This position is responsible for reviewing and accurately reconciling agency revenue, including Premium Tax, Health Care Access Fund (HCAF), Insurance Regulatory Fund (IRF), Health Care Regulatory Fund (HCRF) assessments, as well as administrative fees and penalties using a variety of data sources. The position will reconcile MIA accounting systems to fiscal control systems on a periodic basis (monthly, quarterly, annually -depending upon the revenue type collected), by comparing the reports of the two accounting systems, locating and researching differences, tracing discrepancies to source documents, making necessary adjustments and maintaining an audit trail. The position will also be required to develop, update and implement automated spreadsheets, ledgers and reports for use by the Director and Assistant Director of Fiscal Services. Attention to detail is necessary to ensure the correct allocation of revenue to the various different funds. The position will meet with fiscal services management and staff to discuss accounting issues and may provide technical guidance, direction and training on fiscal policies and procedures to subordinate fiscal services staff.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Familiarity with the State of Maryland Financial Management Information System (FMIS)
2. Familiarity with Microsoft Excel and/or Smartsheet
