Main Purpose of Job

The function of this position is to provide general maintenance of all financial transactions. The person in this position will post financial transactions on spreadsheets while maintaining a current account balance for each line item. This person will ensure all procurement duties are completed specifically around the Paid Internship process to ensure contracts are completed and signed by all parties.

POSITION DUTIES

  • Facilitate the procurement process. Process contracts, invoices and manage funds for Subsidized Employment. Ensure 100% accuracy in handling of money. Work closely with community coordinator to ensure payment accuracy. Cancel contracts timely and make corrections where needed in a timely manner.
  • Responsible for general maintenance of control of all daily financial transactions. Maintain accurate and concise records. Posting transactions on a daily basis and work with finance to reconcile discrepancies. Responsible for monthly financial report of the Program 10 budget.  Prepare the necessary reports/worksheets for special projects and budget presentations. Prepare Family Investment division for all audits surrounding Program 10 expenditures.  Review all 312 forms “request for payment form” to ensure all signatures and information has been provided.  

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:
  • One year experience using spreadsheet programs and financial management platforms        
  • One year experience creating journal entries         
  • One year experience working with the Maryland Financial Management Information System (FMIS) or other accounting software

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
