Main Purpose of Job

This position is at the full performance level and is responsible for providing extensive and comprehensive supervision of the fiscal operations of the Child Support Fiscal Services as administered by DHS's Child Support Enforcement Division in an accurate, timely, and professional manner while adhering to federal, state, and local regulations. The primary responsibility of this position is to provide supervisory review and approval of the work of all lower level Fiscal Accounts Technicians/Fiscal Clerks, to maintain separation of duties in accordance with audit requirements, and to troubleshoot any Child Support fiscal issues that arise to ensure payments are collected and distributed accurately.

POSITION DUTIES

  • Monitor and verify the receipt of cash, money orders, cashiers checks, and certified checks received via mail, court, or in person.
  • Oversee the preparation of daily transmittal (scanned payment processing and manual payment process) and/or bank deposit of child support payments to ensure that support obligations are correctly credited and proper accounting records are kept in accordance with federal, state, and local policies and procedures.
  • Monitor staff activity, evaluate, verify, and approve account updates/changes done by assigned staff, and prioritize workload to ensure that all case actions are completed on time and in accordance with federal, state, and local rules and regulations.
  • Responsible for training, advising, and guiding lower-level Fiscal Account Technicians and Clerks on fiscal principles and processes.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience using Microsoft Office Suite (Word, Excel, PowerPoint, etc.) and Adobe Suite (Adobe Pro, Adobe Reader, Adobe Sign). 
One year of supervisory experience.
Six months of experience working with Child Support Management System (CSMS).
One year of child support experience.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
