Introduction
The Attorney
General is the chief legal officer of the State of Maryland. The Office of the
Attorney General (OAG) has the general charge, supervision, and direction of
the State’s legal business, acting as legal advisors and representatives of the
major agencies, various boards, commissions, officials, and institutions of
State Government. The OAG also protects
the public by civil enforcement of antitrust, civil rights, consumer
protection, and securities laws and regulations and by the prosecution of
organized crime, Medicaid fraud, environmental crimes, insurance fraud, state
tax evasion, and other statutorily assigned matters. As Maryland’s 47th
Attorney General, Anthony G. Brown leads the Office with a critical focus on
equity, justice, and fairness.

Main Purpose of Job
POSITION DUTIES
- Assist in the preparation of the annual operating budget request, reviewing and verifying the request for reasonableness, adequacy of supporting documentation, and accuracy and completeness of required forms and information in the State’s budget system.
- Assist with the Agency’s Procurement Process.
- Prepare grant applications; maintain records on grant awards and expenditures; and prepare grant reports for awarding agencies.
- Participate in the Accounts Receivable and Accounts Payable processes.
- Prepare daily check logs for deposits and enter deposits into FMIS.
- Review and approve timesheets and payroll adjustments, including employee leave payouts and retroactive transactions.
- Generate and maintain various financial reports, prioritizing accuracy and compliance.
- Provide information for the agency’s budget & financial planning.
- Manage the agency working fund, including issuing checks, performing monthly reconciliations, and preparing reimbursement requests.
- Manage agency petty cash, including performing monthly reconciliations.
- Participate in the audit process of agency fiscal operations.
- Act as a liaison with information processing and fiscal control agencies.
MINIMUM QUALIFICATIONS
Education:
A Bachelor’s degree in accounting from an accredited college or university,
including or supplemented by three credit hours in auditing.
Experience: Five years of experience examining, analyzing and
interpreting accounting systems, records and reports by applying generally
accepted accounting principles.
Notes:
1.
Candidates may substitute a Bachelor’s degree from an accredited college or
university with thirty credit hours in Accounting and related courses,
including or supplemented by three credit hours in auditing for the required
education.
2.
Applicants who have met the requirements for admission to the CPA examination
prior to July 1, 1974, will be considered to have met the educational
requirement referenced above.
3.
Possession of a certificate as a Certified Public Accountant or a master's
degree in accounting from an accredited college or university may be
substituted for one year of the required experience.
4.
Applicants may substitute one year of professional auditing experience for one
year of the required experience.
5. Candidates
may substitute U.S. Armed Forces military service experience as a commissioned
officer in the Accounting Officer classification or Financial Management
specialty codes in the Accounting field of work on a year-for-year basis for
the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS

A
minimum of three years of experience in accounting or fiscal work.

Experience
with the State of Maryland State Financial Management Information System (FMIS).
·
Experience
with budget management, budget/fiscal policy, and financial principles.
·
Excellent
communication and collaboration skills.
