Introduction

This is a Management Service position is at-will, and serves at the pleasure of the Appointing Authority.

The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through​ the Governor's Office on Service and Volunteerism (GOSV).

Main Purpose of Job

The main purpose of this position is to manage the accounts payable, accounts receivable and cash receipts process for the Department. Receive and reconcile monthly CPC reconciliation. Coordinate the Department’s travel arrangements and ensure appropriate accommodation. Assist with the Department’s operating budget submission and requests. Serve as FMIS Functional Officer. Develop reports for internal/external agencies and other fiscal responsibilities as assigned in accordance with State and Federal regulations.

POSITION DUTIES

This position's job functions include but are not limited to:

  • Managing the Accounts Payable and Accounts receivables – processing invoices and payments to vendors.
  • Cash Receipts Processing, reconciling cash receipts with financial records
  • Credit card reconciliation on a monthly basis
  • Travel coordinator for department staff
  • Budget assistance with the preparation of the Department’s operating budget
  • Develops financial reports for internal and external agencies.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Minimum of Three (3) years of accounting or fiscal, professional work.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Qualified candidates will provide company, position, date, hours of experience to support their application.  Incomplete supplemental questionnaires may not be considered.

  • Min 1 year advanced skills or experience in State Government or Fund Accounting. 
  • Min 1 year Proficiency with Financial Systems (FMIS, R*STARS, and ADPICS).
  • Min 1 year auditing experience.
