Main Purpose of Job
This position
provides leadership and direction in the day-to-day operations of the Department of Aging’s Fiscal Division. The position manages the following fiscal activities such as program
budgeting, grants management, accounting, internal/external auditing, and
federal financial reporting.

POSITION DUTIES
Legislative Activity/Budget Formulation: Assist the CFO in the coordination and preparation for the Departmental budget initiatives. Assist in the preparation and delivery of budget testimony and respond to follow- up requests from Department of Budget and Management and the Department of Legislative Services during the General Assembly.
Financial Reporting: Periodically assist the CFO with financial reports for use by the Secretary, Deputy Secretary, the Department of Budget & Management, ACL, and as requested of others. Prepare, analyze, and interpret financial and narrative reports of fiscal services, activities and projects. Prepare cash flow and expenditure projections for grant programs to assist program directors to determine if deficiencies or surpluses are likely to occur in a specific grant program before the expiration of the grant. Work with the Assistant Secretary for Grants Management to provide oversight of AAAs and ensure that they meet spending thresholds.
Financial Management Information System (FMIS): Develop expertise in management of FMIS to ensure that financial operations are successfully processed through the system in accordance with appropriations and that required operations, including journal entries, encumbrances, and closeouts, are completed accurately. Ensure that internal controls/separation of functions are maintained according to State guidelines.
Audits: Provide assistance to the CFO in oversight and review of the AAA audit process. Coordinate responses to findings and implementation of corrective actions required by audit reports and financial monitoring visits.
Fiscal Services and Budget Monitoring: Provide technical support and training to the fiscal staff to ensure that all fiscal operations comply with applicable laws, regulations, and standards of professional practice. Assist the CFO with the coordination and review of proposed admin budgets and financial plans as a basis for recommendations to the Secretary and Deputy Secretary. Assist with quarterly projections and reporting of budget status to the Secretary and management.
Supervisory Duties: Supervise lower level
Auditor(s).
MINIMUM QUALIFICATIONS
Education: A Bachelor's
degree in accounting, finance, business or a related field, from an accredited
college or university.
Experience: Five years’ experience performing
accounting, budgeting and financial management duties. One year of this experience needs to be in a supervisory
role.

1. Candidates may substitute the
possession of a certificate as a Certified Public Accountant or Certified
Internal Auditor or a master’s degree in accounting, finance, or related field,
from an accredited college or university for two years of the required
experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to
candidates who have the following:
Experience working with federal and state grants.
State of MD budget & finance experience.
