Main Purpose of Job

This is a senior management position that serves as the Deputy Chief Financial Officer for Financial Services (DCFO-FS) within the Office of Budget and Finance (OBF) for the Department of Human Services (DHS). Working in tandem with the Deputy Chief Financial Officer for Budget (DCFO-B), this position assists the Chief Financial Officer (CFO) with the management of an annual budget of over $4.0 billion, a payroll of approximately 7,000 positions, eight State administrations, and 24 decentralized autonomous Local Departments of Social Services (LDSS). The DCFO-FS assists in the management of of increasingly complex financial issues related to the daily operation of DHS, including over 50 different federal, state, and private fund sources, multiple internal financial systems, and complex relationships with State agencies.

POSITION DUTIES

  • Assists with the planning, directing, and administration of DHS's fiscal operations. 
  • Responsible for all accounting operations, including timely payment of all vendor invoices, appropriate distribution of funds to LDSS and customers receiving benefits, accurate reconciliation and end-of-year budget closeout, and payroll functions. 
  • Leads and directs all management, analysis, completion of fiscal year closeout activities and audit responses. 
  • Works directly with the data and financial management systems within DHS to provide constant system improvement, data accuracy, and financial automation.

MINIMUM QUALIFICATIONS

Ten years of experience in budget preparation, presentation, and execution.

Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university on a year-for-year basis for the required experience
2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:
  • An active Certified Public Accountant (CPA) license or certification.
  • Three years of experience working working with Financial Management Information System (FMIS) modules (ADPICS and R*STARS).
  • Proficient with Google software suite.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
