POSITION DUTIES
This position serves as a project lead for the
design and implementation of complex comprehensive audits involving financial,
compliance, economy and efficiency, and performance audits. The position will oversee various audit
projects and will assist in the implementation of the Annual Audit plan by
conducting audits and reviews of State and Federal programs and activities
administered by the Maryland State Department of Education (MSDE) in accordance
with professional government auditing standards. This position will also lead and participate
in special investigations and special projects as directed by the Office of the
State Superintendent.
Duties include:
- Lead and complete financial, compliance, and performance audits of MSDE operations, education programs, local education agencies, MSDE grantees and contractors.
- Plan audit projects and determine the areas to be audited.
- Determine procedures, methods, approaches and techniques to implement an approved audit program.
- Determine the adequacy and efficiency of operations, the sufficiency of internal controls or compliance with applicable laws and policies.
- Determine compliance with state regulations and provide recommendations for improvements.
- Lead and perform audit tests.
- Prepares working papers and ensure that audit objectives were met.
- Train lower-level staff auditors.
- Lead lower-level staff auditors in performing a full range of internal and external audits.
MINIMUM QUALIFICATIONS
Education: A Bachelor's
degree in Accounting from an accredited college or university or a Bachelor's
degree from an accredited college or university with 30 credit hours in
Accounting and related courses, including or supplemented by 3 credit hours in
auditing.
Experience: Three years of experience performing financial and
compliance audits of a State agency, grantee, business or other entity.
Notes:
1. Applicants who had met the
requirements for admission to the CPA examination prior to July 1, 1974, will
be considered to have met the educational requirement.
2. Candidates may substitute the
possession of a certificate as a Certified Public Accountant or Certified
Internal Auditor or a Master's degree in accounting from an accredited college
or university for one year of the required experience.
3. Applicants may substitute one
year of professional accounting experience for one year of auditing experience
only.
4. Candidates may substitute U.S.
Armed Forces military service experience as a commissioned officer in Internal
Review classifications or Auditing specialty codes in the Financial or Auditing
fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to
applicants who possess the following preferred
qualification(s). Include clear and specific information on your
application regarding your qualifications.
- Experience performing audits of government agencies or programs.
- Knowledge of State laws, State fiscal operations and Financial Management Systems.
- Experience
performing multiple audits or projects simultaneously.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
- Applicants must consent to a State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.
- Travel throughout the State to include overnight stays may be required.
