ACCOUNTANT TRAINEE

Introduction

The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of Accountant Trainee there Office of Budget and Administration. 



This is a contractual position which serves at the pleasure of the appointing authority of the agency.

POSITION DUTIES

In this role, you will assist the Budget and Administration unit of MHEC by performing a range of financial tasks, including processing Accounts Payable and Accounts Receivable transactions, recording fiscal transactions, and providing excellent customer service to our clients.

  • Process Accounts Payable and Accounts Receivable transactions accurately and efficiently.
  • Maintain the Accounts Receivables Database by recording Cash Receipt transactions, researching deposits, and making necessary adjustments.
  • Electronically prepare and mail monthly Account Statements, Late Notices, and past-due notices.
  • Monitor the aging of accounts and initiate transfers to the Central Collection Unit as needed.
  • Provide timely responses to client emails or letters of correspondence, ensuring excellent customer service.
  • Verify, record, and prepare invoices in the Advanced Purchasing Inventory Control System (ADPICS).
  • Post journal entries into the Financial Management Information System (FMIS) to ensure accurate financial records.
  • Perform periodic reconciliations of Accounts Receivable and Accounts payable.
  • Perform other duties as assigned by supervisors.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: None

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable Qualifications:

  • Familiarity with government accounting principles and regulations.
  • Experience using accounting software systems such as ADPICS and FMIS.
  • Knowledge of Maryland state financial policies and procedures.
  • Ability to analyze financial data and generate reports.
  • Strong problem-solving skills and the ability to work independently.
  • Willingness to learn and adapt to new processes and technologies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
