Main Purpose of Job

The incumbent Will apply best practice accounting principles in order to carry out the essential duties and responsibilities of this position. They will also make modifications and maintain State and County agency accounting systems while preparing fiscal reports and finance statements. The incumbent will also provide fiscal advice to management to ensure continuity of the finance operations. They must possess an understanding of State and county programs, a wide variety of internal automated systems, the policies and procedures under which these systems are operated and the ability to effectively communicate with a large variety of individuals. This position may also provide supervision f the Accounts Payable Unit of the local Department's Office of Finance. Duties: : Reconciles D365 General Ledger accounts, recording and accounting for agency credit card entries while utilizing FMIS. .. Leads, directs, and evaluates Finance Staff to ensure optimal individual and unit growth. Ensure the effectiveness and efficient delivery of service to internal and external customers in accordance with Federal, State,County, agency and other applicable policies and procedures and guidelines. ..Reviews, verifies accuracy of, and approves authorizations of vendor payments to ensure timely and accurate payment for products and services delivered. ..Reviews and approves requests for emergency customer payments to ensure timely and accurate emergency payment processing in accordance with Federal, State, County, Agency and other applicable policies, procedures, and guidelines. ..Reviews,verifies, and transmit payments processed through the State Financial management Information System to ensure timely and accurate processing of FMIS transactions.

POSITION DUTIES

  • Reconciles D365 General Ledger accounts, recording and accounting for agency credit card entries while utilizing FMIS. 
  • Leads, directs, and evaluates Finance Staff to ensure optimal individual and unit growth. Ensure the effectiveness and efficient delivery of service to internal and external customers in accordance with Federal, State,County, agency and other applicable policies and procedures and guidelines. 
  • Reviews, verifies accuracy of, and approves authorizations of vendor payments to ensure timely and accurate payment for products and services delivered. 
  • Reviews and approves requests for emergency customer payments to ensure timely and accurate emergency payment processing in accordance with Federal, State, County, Agency and other applicable policies, procedures, and guidelines. 
  • Reviews,verifies, and transmit payments processed through the State Financial management Information System to ensure timely and accurate processing of FMIS transactions.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year experience in Financial Management Information Management Systems  (FMIS) and D365

One year experience in Microsoft Office (Word, Excel)

One year experience reviewing, verifying accuracy and approving all State and private funded accounts.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
