Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.

MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

This position directly reports to the Fiscal Services Admin II (Finance Branch Manager).
The Accountant II position is a full-time performance level of work which focuses on examining, analyzing and interpreting systems of accounting, records and reports by way of applying generally accepted accounting principles. This position is expected to prepare and subsequently provide financial reports and/or statements in an effort to furnish fiscal advice to management. 
The Accountant II develops financial processes for immediate and long-range financial management and planning, ensures compliance with State and Federal rules and regulations and serves as an advisor for the Fiscal Branch Manager; provides fiscal reporting and works with the branch manager to ensure financial business goals and objectives for MDEM are met. Employees in this classification receive general supervision from the Finance Branch Manager.

POSITION DUTIES

Accounting and Financial management information systems work.
• Develop internal control measures in order to implement Department-wide fiscal and accounting policies.
• Work with the Finance Branch Manager to coordinate State and Legislative audits as required.
• Coordinate Department’s year-end closing process along with the Finance Branch Manager and Chief Finance Officer.
• Coordinate MDEM accounting management matters assuring compliance with generally acceptable accounting principles and other government accounting requirements.
• Prepare accurate and timely financial reporting.
• Work with the branch manager to implement guidance related to systems development, operation and maintenance of MDEM’s financial management systems.
• Review invoices for accuracy.
• Maintains merit and contractual employees’ records to include tracking funding sources.
• Monitor and track contracts, MOUs & MOAs.
Budget Management
• Reconcile operating expenditure and provide feedback to the branch manager in preparation for meeting budgetary goals.
• Assist with close-out by ensuring items are properly accrued and adjusted at fiscal year end
Financial Planning and Management
• Develop cost containment strategies as necessary.
• Collaborate with the Finance team to solve financial problems.
• Conduct research and provide statistical information and data for MDEM operations and for necessary reports.
• Provides forecast for operation expenditures to ensure available resources for operation.
• Reconcile grants in GMS to FMIS.
• Accounts Receivable
Policy & Procedures
• Work with the branch manager to develop appropriate control policies to ensure compliance with State laws, regulations and applicable federal laws.
• Will assist with the Knowledge Transfer Process
• Work with the team to implement process for corrections resulting from audit finding
Financial Reporting
• Prepare various finance and budget reports as needed.
• Present financial budgets, forecasts and summaries quarterly and as required.
Coordinating with Grants Branch
• Coordinate with grants liaison and financial staff
• Review quarterly SF425 reports.
• Reconcile all grants on a monthly basis.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
