Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.

MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

This position reports to the Finance Branch Manager.
This position is responsible for full-level performance and professional accounting, high level fiscal and administrative support to the Maryland Department of Emergency Management (MDEM) for the execution of Federal grant programs as assigned and their financial systems. Examining, analyzing and interpreting the State of Maryland's FMIS, RSTARS, ADPICS, TSO and CICS accounting and payroll systems, records and reports by applying acknowledged accounting principles.
This position will include day-to-day operations but also entail budgeting and monthly reconciliations. This position requires the incumbent to multi-task and meet recurring deadlines within compressed time frames while ensuring work products meet established standards for quality, accuracy and completeness. This agency functions as a full-level accounting department and produces all of its own reports and journal entries which ensures strict confidentiality until information is released by the Governor. This position will assist with providing written responses to auditors’ questions. This position supports state and local efforts related to Grants and Finance. The position will also support the Department’s programs, projects, and activities related to the overall Agency mission, and may be tasked to support other related Agency programs, projects, and activities, as assigned by the Agencies Management and Leadership Personnel.

POSITION DUTIES

Daily Activities: 
 Compiles, verifies and maintains financial data records within MDEM. In order to complete the monthly projections, data, which includes FMIS expenditures/payments, revenues, adjustments, obligations and balances, must be collected and analyzed. 
 To succeed, the incumbent must display communication, analytical and software skills, along with multi-tasking, time management and teamwork skills. 
 This position is vital to the successful completion of the year end closing process.
Staff and Lead Assistance: 
 Provides project review, evaluation and guidance to the Finance Branch Manager, Human Resources, and Grants Branch Manager on grants and general funds; this includes issues concerning budget coding, grants adjustment notices, encumbrances, obligations, expenditures, revenues and award balances. 
Support the Agency's statewide activities: 
 Daily contact with the members of the Branches within MDEM including the liaison officers, and outside vendors and contractors to coordinate unity of efforts across the state of Maryland pertaining to emergency preparedness, budget, personnel, responsibilities.
Support Grants, Finance, Human Resources, Planning and Accounting:
 Coordinates and clarifies all funding changes needed during weekly payroll reconciliations.
 Reconciles funding sources before closing out of federal and general funds.
 Ensures encumbrances, expenditures, revenues and award balances are accurate before closeout of federal and general funds
• Creates necessary journal adjustments to ensure Management Administration and Indirect costs are posted accurately and to the proper funding source.
• Follow all written guidelines pertaining to budgets, grants and accounting to ascertain the accuracy, completeness and conformance of the departments program development.
• Prioritize schedules and deadlines in order for work to be completed.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
