Main Purpose of Job

This position will assist the Chief Financial Officer and Deputy Chief Financial Officer in performing accounting work in conformity with Generally Accepted Accounting Principles, R*Stars/ADPIC procedures, and compliance with applicable regulations by examining, analyzing and interpreting accounting systems, records and reports.

The Accountant Advanced will train internal and external staff/stakeholders in an effort to increase technical awareness in fiscal knowledge.

POSITION DUTIES

General Ledger and Account Reconciliation -  Utilize FMIS Screens 66, 1800, 1500 and 9210 to track grant payments for both State and Federal Grants; review and approve requests for payment from AAAs, verify available funds before requests are processed by reviewing Notification of Grant Awards (NGAs) and available balances per FMIS Grant and Phase; reconcile DAFRT100 R*Stars report to grant agency object (1202) for federal and state accounts to MDOA records on a monthly basis and book necessary adjusting journal entries; research any discrepancies between the amount of the award and drawdown requests; ; tracks general ledger expenditures and revenues

Minority Business Enterprise (MBE) Liaison - Serve as agency liaison to Governor’s Office for Minority Affairs (GOMA). Work with agency procurement officer to create increased MBE opportunities in agency procurements.  Use FMIS/ADPICS system to monitor MBE involvement/transactions.  Provide written reports comparing overall agency procurement activities and MBE Liaison meetings and training to ensure agency is in compliance with MBE goals, as set by the Governor of Maryland.

Fiscal Functions - Serves as backup for support staff processing department payroll; prepare year-end closing journal entries to ensure that all transactions are recorded, including accruals and adjusting entries. 

Staff/Stakeholder Training - Assist with staff/stakeholder training that will benefit the agency by providing technical assistance and foster an increase in fiscal knowledge.

Petty Cash and Working Funds - Establish and maintain a system for internal accounting controls for working fund and petty cash expenditures to assure that federal and state standards are met, and funds are properly accounted for.

Subrecipients Financial Reports - Provide subrecipients financial reports of expenditures by Area Agency on Aging to management on a weekly basis.

Financial Reporting - Assists in preparing and filing required quarterly and annual program financial reports with Federal and State agencies in conformity with Generally Accepted Accounting Principles and applicable State and Federal regulations.  

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have one or more of the following

State of MD finance and accounting experience.

Experience working with state and federal grants.
