Introduction

The Maryland Department of Labor is accepting applications for the position of Accountant Advanced. This position will provide accounting support in the General Accounting Unit of the Office of Administration. Duties include the reconciliation between revenues and expenditures by federal grants and the posting of information in R*Stars. This is a Contractual Position.

Main Purpose of Job

The main purpose of this position is to provide accounting support in the General Accounting Unit of the Office of Administration. Duties include the reconciliation between revenues and expenditures by federal grants and the posting of information in R*Stars.

POSITION DUTIES

Duties of this position may include, but not limited to:
  • Review and approve requisitions, invoices, purchase orders and change
  • Update requisition monitoring log
  • Review expense vouchers and refunds audited by staff
  • Review, reconcile and post monthly credit card activity in FMIS
  • Prepare and post journal entries, along with reviewing revenue and expenditure reconciliations
  • Review and approve bank reconciliations.
  •  Prepare and review Federal cash requisitions and reports.
  •  Review and monitor Workday activity for proper coding and
  • programmatic revisions
  •  Prepare and post journal entry adjustments for payroll default PCA and
  • staffing transfers.
  •  Monitor and test cost allocation methods to ensure methodologies are
  • allocating appropriately.
  •  Prepare FARS to FMIS reconciliations.
  •  Review Lockbox and Guaranty Fund Revenues and expenditure
  •  Prepare quarterly or annual accruals for incurred expenditures.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Experience with receipt and distribution of revenue

Detailed reconciliation of bank, credit card or grant accounts.

Preparing and/or providing back-up to support invoice requests or grant drawdowns

Determining whether revenues or appropriation will be sufficient for projected spending.

Preparing and reviewing reports and documents with an emphasis on accuracy and completeness.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DL/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual Benefits Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Contractual Leave Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
