Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with over 50 different rule sets.  The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date. 

 

This Hybrid position will require the candidate to work in the office three days per week.

POSITION DUTIES

The Agency is seeking an experienced Accountant to add to its Finance Division. Primary duties include efficient and accurate ledger accounting, maintenance and closing in accordance with generally accepted accounting principles (GAAP); preparation of financial statements, graphs, charts, presentations and communications both for internal and external distribution; research and resolution of complex problems and sensitive issues and the ability to exercise creativity in devising solutions to problems. To manage the Participating Governmental Units (PGUs) employers contribution billings and collections of the accounts in accordance with the ANNOTATED CODE OF THE PUBLIC GENERAL LAWS OF MARYLAND – state Personnel and Pensions and the agency policy; to prepare the quarterly and annual Federal Census reports and to manage the unit’s fixed assets in accordance with the Generally Accepted Accounting Principles; to advise/consult administrators and directors on matters related to employers contributions and other billing concerns. Additionally, this position prepares and analyzes complex monthly and annual reconciliations of accounting data critical to the accurate maintenance and reporting of information on the Agency's accounts receivables, accounts payables, fixed assets, and central collections accounts.

  • Accounts Receivables Billings, Cash Receipt, Collections and Reconciliation - This position will assist with the accounting and tracking of the Maryland State Retirement and Pension Systems’ (MSRPS) billing, cash receipts, and collections of any and all funds mandated, owed, and/or obligated to be paid into the MSRPS Trust Fund. Such Accounts Receivables which entails monitoring and reconciling the billing, cash receipt, and collection of mandated fees to cover the MSRPS’s administration and operational expenses.
  • Providing assistance with coordination, testing and setup of fee payment and collections, banking and accounting systems and structures; providing support with the reconciliation and review of monthly, quarterly and year-end closing ledger processing and reporting.
  • Reconciliation of Administrative Expense Fund - Prepares the reconciliation of the Administrative Revenue and Expense Fund balances relating to deposits, EFT, and inter-agency transactions for administrative revenue and expenses using the Wells Fargo statements, system generated reports (FMIS and Traverse) and source documents in accordance with established policies and procedures.
  • Special Financial Operations Audits and Reviews - This position will be assigned to review and report to Fiscal Accounting, General Accounting and Budget and Procurements to ensure the accuracy, completeness and timeliness of reports and to ensure the process and procedures are being performed in accordance with agency established policies and procedures and where applicable, with Generally Accepted Accounting Principles.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

 

  • Two years of experience reconciling accounts for all fixed asset transactions in FMIS or other Systems to facilitate annual reporting to the General Accounting Division.  

 

  • Two years of experience preparing the annual certification notices to State and Local Employers for the Teachers Appropriation and Administrative Fees in accordance with statutory requirements.

 

  • One year of experience working with statewide financial systems: FMIS, R*STARS/ADPICS and  Workday. As well as integrated module-based general ledger accounting systems.
