Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

The main purpose of this position is to assist and support Accounting Management in the preparation of various required reporting such as monthly Agency press releases, monthly financial statements, annual GAAP statements, ACFR, AUP audits, periodic industry reporting, tax reporting, etc. This position will lead one other position, a Financial Reporting Specialist and will work closely with external and internal auditors.

POSITION DUTIES

As part of the Accounting and Finance Department, this position is the lead accountant for financial reporting, banking, revenue disbursements and the finance analyst for the Mega Million Finance jackpot meeting.

Additional responsibilities include, but are not limited to, the following:

- assisting with the day-to day operations by enhancing transactional oversight and the internal controls of the Accounting and Finance Department.

- initiating revenue disbursements as required by Maryland statute.

- working with Accounting Management to oversee and monitor bank user activity, the setting of entitlements, report designs, and creation of wire transfer templates.

- monitoring the “Positive Pay” exceptions ensuring accurate payments of all checks issued by the Agency.

- initiation and monitoring of bond purchases for lottery annuity winners.

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include two years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general accounting experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Preferred Qualifications:

1. Financial statement preparation experience of 1-2 years (especially if it relates to Generally Accepted Accounting Principles, Special Purpose Financial Statements, Annual Comprehensive Financial Reports, etc.)

2. Experience with accounting software (such as Microsoft Dynamics, etc.)

3. Understanding of and/or experience in bond and annuity investing.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
