Introduction
MDEM is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work by assisting with the Department’s 9-1-1 Board.
MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.
NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job
An Accountant Supervisor I is the supervisory level of work
examining, analyzing, and interpreting accounting systems, records, and reports
by applying generally accepted accounting principles to modify and maintain
agency accounting systems, prepare financial reports or statements, and give
fiscal advice to management. This position supervises Accounts Payable and Receivable,
with each fiscal unit possessing an Accountant II and I.
Serves as the Accountant Supervisor I for the 9-1-1 Board.
The main purpose of this position is to manage accurate and timely accounting
related to the processing of monthly telephone service providers’ receipts and
disbursements of the county shares of the Maryland 9-1-1 fees. Responsible for
interpretation and application of fiscal plans and policies such as budget analysis
regarding 9-1-1 Board expenditures and revenues, purchasing or contract administration
in addition to the analysis of operational and administrative procedures with recommendations
for improvements, coordination of standard administrative processes and personnel
enhancement with attention to growth and professional development. Responsible for
being organized, detail-oriented, and able to problem-solve matters relative to
the strategic mission of the 9-1-1 Board. Employee work is evaluated regarding
timelines, quality, and completeness of responsibilities/assigned projects.
Responsible for providing effective leadership to the fiscal units on a daily
basis. Responsible for demonstrating and enforcing rules, policies, and
standards of practice regarding equal opportunity, workplace violence, sexual
harassment/assault, and bullying.
The Maryland Department of Emergency Management (MDEM) is
the ONLY agency of the State government with primary responsibility and
authority for emergency preparedness policy and for coordinating statewide
hazard mitigation, incident response, and disaster recovery. This position is
an “Emergency Essential Employee.”
POSITION DUTIES
Cost
Accounting: Proper distribution of revenues and expenditures by PCAs (Fund,
Program, Subprogram) and Object for the 9-1-1 Trust Fund, county shares, wired
and wireless (including prepaid) vendor activities, and county awards. Prepare
reports, budgets and expenditure projections using proper Fund, Programs and
Objects. Advise the Board of these activities and results.
Performs
all fiscal services for the Maryland 9-1-1 Board in accordance with applicable
laws, rules, regulations, policies, and procedures prescribed by a Chief
Financial Officer and other fiscal staff at the Maryland Department of
Emergency Management.
Directly
manages the preparation of the operating budget by reviewing program requests
for format, fund limitations and compliance with departmental and 9-1-1 Board
instructions and by calculating and verifying actual expenditures and budget
figures. Compiles supporting fiscal and statistical data for presentation of
the budget to the Executive Director. Maintain spreadsheets and accounts to
assure control of cash balance of the fund.
Modifies
and implements manual and automated fiscal systems in accordance with generally
accepted accounting principles and departmental guidelines and oversees
accounting operations. Prepares and analyzes periodic and special reports to
meet 9-1-1 Board funding source requirements and to keep the Executive Director
advised of the fiscal status of the Board.
Conducts
the annual fiscal year-end closeout in accordance with generally accepted
accounting principles. Analyzes and interprets all directives from the State
Treasurer’s Office and all agencies within the Comptroller’s Office. The
Executive Director’s approval dictates internal procedures for resolving
requests from those agencies concerning the 9-1-1 Board.
Provide
support to Maryland 9-1-1 Board members by assisting with inquiries made
regarding payments from their respective grant programs. This includes, but is
not limited to, payment status, current expenditure totals, and responding to
vendor payment-related questions.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
