POSITION DUTIES

This position is responsible for overseeing the fiscal aspects of all grant programs at the Howard County Health Department (HCHD). The HCHD, a part of Maryland Department of Health, is an unbudgeted State agency and is entirely funded by over 100 grants comprising approximately $48 million; the grants are awarded by county, State, federal and private entities all of which have varied rules and conditions of award specifying how and for what funds may be expended. This position oversees a team of accountants and related fiscal positions that assist programs in budgeting, tracking and recording charges against grant programs, ensures that charges to grants are appropriate and performs all relevant financial reporting to grant funders according to State policies and procedures. Additionally, this position audits the work of other accountants to ensure funds are appropriately charged and reduce the risk of grant disallowances which would incur a liability against the HCHD.

This position is eligible for hybrid telework.

Grant Oversight
  • Ensures detailed records are kept for all grants awarded to the HCHD.
  • Tracks all grant spending to ensure that charges are recorded against the appropriate grant programs.
  • Is familiar with relevant conditions of award to ensure that grants funds will not be disallowed.  Interprets statements of work and conditions of award to make decisions of what can and cannot be funded with specific grant funds.
  • Interprets applicable conditions of award and statements of work and creates/applies correct accounting procedures to ensure compliance.
  • Participates in grant audits to provide documentation and defense of grant spending.
  • Makes recommendations to grant program managers on ways to maximize the funding of their grant awards.
  • Develops and implements procedures to handle grant intake, routine maintenance and close out. 
Fiscal Duties
  • Develops policies and procedures to ensure appropriate fiscal controls are in place for the fiscal unit. 
  • Reviews journal entries, payroll uploads and invoice payments to ensure that charges are made against the appropriate grants.
  • Informs HCHD fiscal, administration and leadership on the financial health of all grants and brings issues of concern to their attention.
  • Audits the work of subordinate staff to ensure completeness and accuracy of work.
  • Assists in fiscal close-out (both monthly and yearly) by ensuring that all grant activity is properly recorded and ready for close. 
  • Participates in audits by the Maryland Office of the Inspector General for Health, federal  or county auditors, independent auditors, etc. 
Fiscal Reporting
  • Prepares financial reports as required by individual grants or for use by HCHD leadership as requested.
  • Ensures fiscal reporting is accurate and timely.
  • Ensures completion of MDH 4542 (UDF grant budget packages) and MDH 440 (UFD grant reconciliations) and timely submission as required.

10% Deputy Director Duties
  • Assists the Director of Fiscal Services with special projects, oversight of other fiscal functions, etc. as requested.
  • Acts in the place of the Director of Fiscal Services in instances in which the Director is out of the office for a prolonged period of time or is unavailable for whatever reason.
  • Provides trainings as needed and general guidance to all Fiscal Services staff on applying fiscal policies and controls.
               
10% Supervision and Training
  • Approves leave requests and timesheets.  
  • Manages performance of staff by providing guidance, direction and completing semi-annual performance evaluations (PEPS).  
  • Addresses any performance issues in a timely manner and follows HR policies and guidelines when doing so. 
  • Facilitates staff development and training.  
  • Participates in the hiring process for vacant positions and onboards new employees.
  • Provides onsite coverage as needed.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
  • Experience with Maryland State government accounting
  • Experience with accounting for grants from multiple sources
  • Experience implementing fiscal policies and procedures
  • Proficiency/Experience in Microsoft Excel
