Main Purpose of Job

The Accountant Supervisor II (General Accounting Manager) is a professional managerial position in the Office of Fiscal Services within the Business Administration. The General Accounting Manager provides guidance and accounting services to satellite offices and program administrators regarding fiscal issues. The incumbent in this position will assist the Director and the Deputy Director with the implementation and completion of the fiscal year closeout process by preparing the year-end GAAP statements, reviewing, and approving all year-end accruals, and overseeing the general ledger transaction processing. The incumbent in this position also performs cost accounting for all MDE funds that includes supervision and/or maintenance of financial cost allocation, financial management reports, and banking and system reconciliations to ensure that all transactions agree with the Administration and Project Manager reports.

POSITION DUTIES

The selected candidate duties Include, but are not limited to:

Manages and supervises and evaluates the work of accounting staff of the Office Fiscal Services to ensure expenditure transactions are processed efficiently and effectively and payments are processed, expeditiously in accordance with COMAR regulations, State Comptrollers 's policies and guidelines and/or departmental practices including review and authorization of source documentation, R*STARS and FMIS.

Manages the Accounts Payable Unit to ensure capital and operating budget invoices are paid correctly and in timely within the prescribed statewide threshold promulgated by the State Comptroller’s Office.

Manages the Cash Receipts Unit to ensure all cash receipts are deposited and accounted for in accordance with General Accounting Division (GAD) policies and procedures.

Manages the Department’s Working and Petty Cash Funds and Fixed Asset Inventories. Oversee expense accounts as to but not limited to State travel regulations, correct account codes, and program account code and Agency object.

Financial Management Reports and PEPs Prepare and conduct PEPs for supervised employees in a timely manner.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

  • Supervisory experience.
  • Experience using FMIS, ADPICS, RSTARS and or similar accounting systems used to process daily transactions.
  • Experience conducting Employee performance evaluation.
  • Experience managing Month-End Closeout, cost allocation, clearing accounts.
  • Experience overseeing Fiscal Year –End Closeout.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
