Maryland’s
Family and Medical Leave Insurance (FAMLI) program makes sure all workers in
Maryland have paid time off for medical and family reasons. FAMLI is a social
insurance system covering 2.8 million workers and 180,000 employers, delivered
as a digitally native, public-facing service. We’re in the early stages of
building something as big and as far-reaching as unemployment insurance or a
new health department. We know that delivering services primarily through a
website, over the Internet, is a new way of doing business in government.
The
Financial Services Directorate is responsible for establishing and maintaining
an efficient financial system, including internal controls and financial
procedures, for the FAMLI Division.
The Financial Services Directorate
safeguards FAMLI funds and other assets, manages FAMLI contributions and
benefits payouts, develops financial reports, prepares budgets and projections,
and designs and conducts internal audits, as well as responding to external
financial audits.
The General Accounting Manager plays a pivotal
role within the Financial Services Directorate and the overall FAMLI Division.
The Manager will work closely with the Director of Financial Services to
establish and administer General Accounting operations.
The General Accounting
Manager will review reconciliations and accounting records for the team, as
well as prepare regular reconciliations, budget and reports. This position
requires the financial acumen to provide insightful recommendations to various
stakeholders and contribute to the overall fiscal health and operational

Main Purpose of Job
This position will help the Director of Financial Services in directing, planning, scheduling, and administering the operations of the General Accounting in the Division of Family and Medical Leave Insurance (FAMLI). This position also ensures that the FAMLI keeps up-to-date and correct financial records. In addition to overseeing the preparation of monthly reconciliations and reports, this role also prepares various monitoring schedules, budget analysis and reports. Quarterly reviews of reconciliations prepared by accounts receivable team and accounts payable team, along with accounting records. Year-end closing activities are also managed by this position and other special projects are assigned.
POSITION DUTIES
Duties of this position
include but are not limited to:
- Develops and implements standard procedures for the General
Accounting team. Maintains effective internal controls to ensure the accuracy
and reliability of FAMLI fiscal records.
- Maintains accounting records and financial statements in
compliance with GAAP and in alignment with FAMLI objectives.
- Directly supervises and coordinates the activities of
General Accounting team staff. This includes recruiting, daily assignment
monitoring, and regular employee performance evaluations. This job provides
training, guidance, and direction. Cross-training within the General Accounting
Team is required.
- Manages and executes tasks for the monthly and year-end
close; responsibilities include accruals, journal entries, GAAP schedules,
assigned reconciliations and reports.
- Supervises preparation of annual budget. Tracks budget,
expenditures and procurements for the division.
- Prepares financial analysis and reports to support the
FAMLI’s management to make decisions.
- Assists with financial audits and other special
projects.
MINIMUM QUALIFICATIONS
Education:
- A Bachelor's degree in Accounting
from an accredited college or university, including or supplemented by three
credit hours in auditing.
AND
Experience:
- Four years of experience
examining, analyzing and interpreting accounting systems, records and reports
by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree
from an accredited college or university with thirty credit hours in Accounting
and related courses, including or supplemented by three credit hours in
auditing for the required education.
2. Applicants who have met the requirements for
admission to the CPA examination prior to July 1, 1974 will be considered to
have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public
Accountant or a master’s degree in accounting from an accredited college or
university may be substituted for one year of the required experience.
4. Applicants may substitute one year of
professional auditing experience for one year of accounting experience.
5. Candidates may substitute U.S. Armed Forces
military service experience as a commissioned officer in the Accounting Officer
classification or Financial Management specialty codes in the Accounting field
of work on a year-for-year basis for the required experience and education.
