Main Purpose of Job

The main purpose of this position, Deputy Director – Division of Accounting Operations, is to direct, plan, schedule, and administer the operations of the General Accounting Units of the Division of Accounting Operations, Office of Budget and Finance while working with and for State control agencies (DBM and GAD) to fully utilize the Financial Management Information System (FMIS). The position of Deputy Director acts as Division Director in the absence of the Director overseeing Enrollment & Eligibility System (E&E), Interim Assistance Reimbursements (IAR/SSI Fiscal Team) and Payroll. 

POSITION DUTIES

Knowledge of accounting theory, principles and practices to monitor the recording of Department expenditures, attainment, and encumbrances. 
Prepare monthly adjusting and correcting journal entries and year-end close entries. 
Develop and modify accounting procedures to accommodate requirements of governmental agencies providing funds. 
Monitor the financial status of the agencies within the Department according to their specific funding rules, procedures and requirements. 
Assist in developing and monitoring cost accounting systems that allocate payroll expenditures to the proper cost codes and another that charges Assistance (welfare) expenditures. 
Knowledge of the Statewide accounting system FMIS (Financial Management Information System), consisting of RSTARS, ADPICS, (Advanced Purchasing and Inventory Control System), and ViewDirect (program to view and print financial and purchasing reports) to educate and assist Central and Local Department fiscal personnel, accountants, and administrators on FMIS. 
Recommend solutions to achieve financial reporting requirements and effective internal controls. 
Modify the system in order to incorporate new program codes, transaction codes, and fiscal procedures. 
Responsible for the immediate supervision and coordination of the work performed by the employees of the General Accounting Units.. 
Ensure that state and federal reporting deadlines are met. 
Audit monthly reports from the local departments of social services and supervises the preparation of the assistance reports for data processing. 
Act as the liaison to Finance Officers in the local departments of Social Services regarding fiscal operations, procedures and reporting requirements.
Monitor and authorize non-State budgeted allocations for the local departments to ensure that local governments are absorbing their share of general administrative overhead. 
Responsible for preparing the annual budget request for the Division of Accounting Operations.

MINIMUM QUALIFICATIONS

Experience: Ten years of experience with the managing and supervising a Fiscal Unit.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:
  • Five-years experience of reconciliation and resolve the appropriate issues.
  • Fine-years experience preparing and presenting financial reports.
  • Five years of experience reconciling in accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages.
