Introduction

Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.8 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department. We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government.

The Financial Services Directorate is responsible for establishing and maintaining an efficient financial system, including internal controls and financial procedures, for the FAMLI Division. The Financial Services Directorate safeguards FAMLI funds and other assets, manages FAMLI contributions and benefits payouts, develops financial reports, prepares budgets and projections, and designs and conducts internal audits, as well as responding to external financial audits.

The Accounts Payable Manager has a pivotal role within the Financial Services Directorate and the overall FAMLI Division. The manager will oversee the division’s daily benefit payments.

This is a management service position that serves at the pleasure of the appointing authority.

Main Purpose of Job

This position will manage the Benefit Payouts team in the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor (MDOL). The Accounts Payable Manager plays a crucial role in managing the Division’s daily benefit payouts and refunds. The Accounts Payable Manager will also assist with the year-end closing and special duties assigned. The Accounts Payable Manager will also be expected to make recommendations to various stakeholders based on financial insights.

POSITION DUTIES

Duties of this position include but are not limited to:

  • Develops and implements standard procedures for the team. Maintains effective internal controls to ensure the accuracy and reliability of FAMLI fiscal records.
  • Manages daily benefit payouts and refunds. Ensures they are in alignment with state statues and regulations. 
  • Maintains financial system for benefit payouts, refunds, and other accounts payable transactions.
  • Directly supervises and coordinates the activities of Benefit Payouts team staff. This includes recruiting, daily assignment monitoring, regular employee performance evaluations, training, guidance, and direction. Cross-training within the team is required.
  • Manages and executes A/P-related tasks for the monthly and year-end close; responsibilities include accruals, journal entries, GAAP schedules, assigned reconciliations, and reports.
  • Prepares financial analysis and reports on benefit payouts and refunds.
  • Assist with internal and external financial audits.

MINIMUM QUALIFICATIONS

Education:
  • Bachelor degree in accounting from an accredited college or university, including or supplemented by three credit hours in auditing. AND 

Experience:
  • Four (4) years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles, including at least one (1) year in a supervisory capacity.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a certified public accountant or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

  • Two years of experience handling Accounts Payable as a supervisor.
  • Two years of experience preparing account reconciliations.
  • Intermediate level of Excel skills.

Any unpaid debt mayhave an impact on whether or not a candidate is offered employment.
