Main Purpose of Job

The Regulatory and Compliance Engineer I is an entry-level position in the Water Supply Program/Lead and Copper in Drinking Water Division. The incumbent in this position will assist the Water Supply Program with implementing the federal Safe Drinking Water Act, Lead and Copper Rule, for approximately 1,000 public water systems in Maryland, including any revisions to such law and regulations. The incumbent will also review reports and State forms submitted by public water systems including lead service line inventories, water sampling plans, sample collection procedures, and laboratory analysis reports, and make determinations of whether the lead and/or copper Action Level is exceeded. Site visits of public water systems may be required. The Regulatory and Compliance Engineer I will prepare reports to the U.S. EPA; evaluate the effectiveness of corrective actions to reduce levels of lead and copper in the drinking water, including corrosion control treatment and lead service line replacement; provide technical assistance to public water systems in Maryland, including consultants; provide training to public water system personnel, laboratories, and consultants as the laws and regulations are revised. Additionally, the incumbent will evaluate the results of water samples collected from schools to meet the requirements of State laws HB270 (2017), HB1253 (2019), and HB636 (2021), Lead in Drinking Water in Public and Nonpublic Schools. The incumbent will also provide technical assistance when sample analysis indicates an elevated level of lead and review documentation submitted by schools, including remedial measures. The goal of this position is to ensure that public drinking water meets the standards and requirements of the federal Safe Drinking Water Act and the State law.

The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.

2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:
-Excellent oral and written communication skills;
-Good organizational skills;
-Strong attention to detail;
-Proficiency using Microsoft Access and /or a relational database (such as Oracle Database, SQL Server, MySQL, IBM DB2) and/or programming languages (such as SQL, R, Java, C. Ruby, and Python).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
