Main Purpose of Job

The Regulatory and Compliance Engineer II position is in the flood management division and will be responsible for providing technical engineering assistance to the state NFIP Coordinator to complete the program functions. The incumbent in this position will also serve to resolve gaps within the State review processes for State projects by providing floodplain management reviews for State projects, along with other responsibilities of the flood management division.
The working conditions of this position may involve exposure to uncomfortable or unpleasant surroundings. Site visits may be conducted in all kinds of inclement weather. The working conditions of this position may involve exposure to hazardous conditions which may result in injury. Site visits usually involve walking on uneven terrain such as traversing steep slopes and stream banks that may result in falling. Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Field visits may involve long walks up to approximately a mile and walking through areas with unseen holes. Work requires the use of protective equipment such as goggles, gloves, mask, etc. When going on site visits, protective gear is mandatory.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste, resource conservation, environmental protection, public health and safety, or related areas for the required education.

2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and experience.

4. Candidates may substitute U.S. Armed Forces military Service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience with hydrologic and hydraulic modeling;
  • Experience with ESRI Geographic Information System (GIS);
  • Experience with stormwater management, stormdrain, or stream restoration design and permitting;
  • Experience with the creation and/or adoption of FEMA floodplain maps;
  • Experience with permitting and enforcement of FEMA floodplain regulations and/or local floodplain ordinances.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
