Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs.  OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS) and is the designated State survey agency in Maryland.  OHCQ issues licenses, authorizing a business to operate in Maryland; recommends certification to CMS, authorizing participation in the Medicare and Medicaid programs; conducts surveys to determine compliance with State and federal regulations; and provides technical assistance to providers, consumers, and other stakeholders.

The Executive Director oversees all aspects of the agency’s operations, including licensure, survey, and certification activities; administration; fiscal services; human resources; information technology; quality improvement; government and regulatory affairs; emergency preparedness; quality initiatives; and strategic planning.  This position develops new and revises existing state regulations; reviews and comments on proposed legislation; ensures compliance with reporting requirements to the Maryland General Assembly; and represents the agency at the local, state, and national level.  These activities directly support OHCQ’s mission to protect the health and safety of Marylanders in the health care continuum.

The Executive Director must understand the impact of their decisions on Maryland’s health care professionals and the health care delivery system.  The individual must have an awareness of State and national health care delivery trends and the complexities of the entire health care spectrum, including, but not limited to, nursing homes, hospitals, assisted living programs, adult medical day care centers, residential treatment centers, ambulatory surgical centers, dialysis centers, home health agencies, hospices, residential service agencies, and clinical laboratories.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a current Maryland medical license, a license to practice medicine, 6 years of professional experience in one or more of the following areas - compliance, licensing and/or inspection; legislative, legal, regulatory; or quality of care in residential care settings, such as nursing homes/long term care, assisted living, or group homes, including 3 years of managerial or supervisory experience.

Experience planning, developing, or implementing plans of correction to ensure health care quality is desirable.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants for this classification must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of a current Maryland medical license and board certification should be attached to the application.

2. Applicants for this classification must be certified by an American Medical Association Specialty Board in an area of medical specialization.

3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal use of Drugs.
