Introduction

The Office of Security Management within the Department of Information Technology (DoIT) provides State agencies and Local government entities with a common statewide strategy for secure, effective, and technically sound use of information technology resources.

This position is responsible for partnering with local units of government to provide cyber related assistance through programs, services, and information sharing. This individual will be critical in supporting the Director of Local Cybersecurity and its local program.

POSITION DUTIES

The Local Cybersecurity Manager is a key position that supports the Director of Local Cybersecurity in building a comprehensive state-wide approach to cybersecurity in Maryland. This role involves providing critical support to local jurisdictions and overseeing the development and management of programs aimed at enhancing cybersecurity capabilities for these entities. The Local Cybersecurity Manager will work closely with the Director to ensure the effective delivery of cybersecurity services to local organizations. Moreover, the role entails establishing and maintaining strong coordination with various partners, including federal, state, local, education, and private industry stakeholders.

The Local Cybersecurity Manager plays a crucial role in fostering a cyber-resilient ecosystem within Maryland by empowering local jurisdictions and coordinating collaborative efforts among various stakeholders. Their contributions are vital in enhancing the overall cybersecurity posture of the state.

This position requires excellent problem-solving skills, attention to detail and communication skills. Will need to travel to jurisdictions within Maryland. Experience with NIST Cybersecurity Framework is a plus.

  • Program Development and Management: Develop and implement cybersecurity programs, including security controls frameworks, policies, standards, processes, and procedures, tailored to the specific needs of units of government in Maryland. Continuously assess and update these programs to adapt to evolving cybersecurity threats and technologies. 
  • Support to Units of Government: Serve as a primary point of contact and support for units of government, agencies, and organizations in matters related to cybersecurity. Offer guidance, expertise, and resources to assist entities in enhancing their cybersecurity posture.

    Collaborate with partners to identify their unique cybersecurity challenges and develop solutions accordingly. Act as a liaison between different stakeholders to facilitate information sharing and cooperative cybersecurity projects. Meet with local jurisdictions on a regular basis virtually or in person. This may require travel through State. 
  • Manage the Local Cyber Program: Manage Local Cyber Program overseeing local jurisdictions/units of government by providing technical support guidance and assistance and ensuring the program is sufficiently meeting its objectives. Meet with local jurisdictions on a regular basis virtually or in person. This may require travel through State. 
  • Policy and Compliance: Stay abreast of federal, state, and local cybersecurity regulations and policies that impact units of government in Maryland. Assist in the development of cybersecurity policies and guidelines tailored to meet the needs of local organizations. Monitor compliance with cybersecurity policies and standards, conducting assessments and audits as necessary.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Computer Science, Information Technology, or a related field from an accredited college or university.

Experience: Five (5) years experience in a Cybersecurity Engineer, Manager or Information Security Officer (ISO) role. Experience with cybersecurity solutions and other common security technologies such as vulnerability management, endpoint detection/response, identity and access management, response planning, and log management. Experience performing security assessments of systems, programs, and organizations.

Note: Additional experience as specified above may be substituted on a year for year for the education requirement.

DESIRED OR PREFERRED QUALIFICATIONS

  1. One or more professional certifications such as CISSP, CISM, or CISA. 
  2. Experience working with and giving presentations to senior leadership and executive staff. 
  3. Ability to communicate technical information to a non-technical diverse range of stakeholders and to effectively report findings.
