POSITION DUTIES

The Cyber Initiatives Program Manager will be responsible for planning, managing, and executing on the Office of Security Management’s (OSM) State of Maryland program management office (PMO) cybersecurity initiatives and projects identified by OSM leadership.

This position will manage the completion of these initiatives, coordinate/communicate with agency stakeholders and representatives, and track and report on progress. This individual will also oversee a team of contracted analysts and project managers supporting the execution of these cybersecurity initiatives.

 ***This is a management service position which serves at the pleasure of the appointing authority***

Manage and execute on the responsibilities of the OSM program management office (PMO) inclusive of leading teams of resources to deliver IT solutions to meet the business need, developing associated program metrics and reporting, developing, reviewing and approving project documentation (plans, procedures, charters, scopes, schedules, requirements documents), and ensuring goals and objectives are met.

Oversee and provide weekly scope, budget, and schedule status updates on the accomplishments, milestones, tasks, roadblocks, issues, and risks (logs) for the OSM program; Integrate change management and change control practices. Active projects are anywhere from 10-20 at any given time.  Will ensure projects remain within budget.

Develop and implement communication strategies to improve transparency and promote awareness of program areas and issues, and appropriately manage the associated risks; actively communicate to DoIT and OSM divisions/leadership as well as communication to state agencies/stakeholders.

Related administrative program activities to include managing vendor relationships, supervise and train regular staff and outside contractors, approve timesheets, review/accept completed work, and deliverables for both regular staff and contracted staff.

Ensure all legal, regulatory, and policy mandates are met and assist the director in creating and updating policies as needed.

MINIMUM QUALIFICATIONS

Education:  A bachelor's degree in cybersecurity, information technology, business, or a related field from an accredited college or university.  

 

Experience:  Five (5) years leading and overseeing a project management office and projects. This experience needs to include developing and managing the project related documentation, processes, budgets and experience using project management tools and software applications.


Note:  Candidates may substitute two additional years of experience as listed above for the Bachelor's degree. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  1. Three (3) years’ experience implementing or managing IT and/or cybersecurity-related projects. 
  2. Project management (PMP) or cybersecurity related certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA), Certified Information Systems Manager (CISM), or similar certification. 
  3. Contract and vendor management experience. 
  4. Supervisory experience.
