Introduction

As the Acquisition and Talent Supervisor (HR Administrator I), you will be overseeing a wide range of personnel services. Your key areas of responsibility will include managing recruitment services, classification, and compensation, all while ensuring compliance with federal law and State Personnel Management System regulations, policies, and procedures. This role requires expertise in JobAps and Workday systems, along with a deep understanding of HR laws and regulations. You will be responsible for maintaining confidentiality in all personnel matters and ensuring the timely, accurate processing of HR transactions.

Some key responsibilities of this position may include, but not limited to:
  • Leading and overseeing FAMLI recruitments
  • Providing guidance on employment services, classification, and compensation
  • Interpreting and applying HR laws, regulations, and policies relevant to the SPMS
  • Advising employees, supervisors, and executives on HR-related matters
  • Ensuring all HR functions align with departmental goals and maintaining compliance with applicable laws and policies

Main Purpose of Job

This position functions as an HR Liaison within Maryland Department of Labor. Ensuring that personnel and recruitment actions are properly prepared and approved for submission to the Labor Office of Human Resources or via the SPS (Workday) and Job Aps. Duties include recruitment, testing, selection, and hiring of all Division of Paid Leave personnel. This includes contractual, intermittent, and reclassification of personnel in the Skilled, Professional, Management, Executive, Special Appointment, and Independent Authority service categories. This position has responsibility for all planning, organizing, coordinating, and implementation of the necessary systems and workflow processes to ensure the timely and efficient retention, recruitment, reclassification of all positions within the division's permanent and or contractual personnel.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Supervise assigned Human Resources staff. Job duties, when applicable, include but are not limited to, al aspects of supervision, including recruitment, hiring, training, performance reviews, and taking disciplinary action when necessary with guidance from Administration leadership. 
  • Oversee all facets of the recruitment and reclassification review process. Job duties, when applicable, include but are not limited to the supervision, coordination and/or assistance with major recruitment tasks, events, or requirements
  • Maintain and document communication with assigned program leadership. 
  • Document all processes and procedures performed by all Human Resource staff and perform continual process improvement of all processes and procedures.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional experience in HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.

Notes:

1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.

3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field for up to six years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

A bachelors degree (or higher) in Human Resource or a related field 

Proficiency using Workday or another HRIS system

Experience interpreting and applying personnel-related laws, rules, policies, and procedures (e.g., COMAR, SPP)

Experience in salary negotiations, making offers, and onboarding new hires, including salary administration

Experience guiding staff in resolving personnel-related issues

Experience reviewing minimum qualifications, applying scoring criteria, developing a list of eligible candidates, and completing hire details

Proficiency using JobAps or similar Applicant Tracking System

Experience with Microsoft Office suite and/or Google Workspace

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
