Main Purpose of Job

The main purpose of this position is to oversee the recruitment, retention, and professional development activities for the Department of Public Safety and Correctional Services. The incumbent manages the full performance of mandated and non-mandated recruitment processes to all hiring authorities of the Department of Public Safety and Correctional Services (DPSCS). The incumbent also works directly with other HR Units (e.g. Employee Services, Background Investigation, Employee Relations and The Office of Employment Opportunity) to ensure timely hiring processes. Other responsibilities include oversight of talent acquisition activities, test administration, staff development, and new employee orientation. The incumbent executes the recruitment, examination, and retention activities related to the creation of official eligibility lists for the entire agency in addition to developing methods to develop and maintain existing staff. The incumbent is responsible for the generation of and/or delegation of assignments for providing statistical reports for recruitment and testing and other recruitment related activities. The incumbent supervises HR administrators responsible for coordinating all hiring and talent acquisition duties within DPSCS.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: Five (5) years of professional HR experience involving talent acquisition and full cycle recruitment processes. At least two (2) years of this experience must have been in a supervisory capacity.

Note:  Professional HR management work in the areas of recruitment and selection, classification, salary administration, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four (4) years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Five or more years of experience in Talent Acquisition with 2 years of supervising experience. 
Demonstrated ability to exercise sound judgment and maintain confidentiality.
Experience working in a collective bargaining environment.
Familiar with Maryland state employee hiring laws, regulations, policies and best practices.
Proficient in Smartsheets and tracking performance metrics
