Main Purpose of Job

The Autism Waiver (AW) Provider Liaison is a professional position responsible for serving as a liaison between MSDE, Maryland Department of Health (MDH), and AW stakeholders. The position will serve as a technical specialist for the implementation and expansion of the AW and is responsible for coordinating and leading the AW Provider Interagency Medicaid Monitoring Team (PIMMT) which oversees AW provider approval, compliance monitoring, and training.

POSITION DUTIES

Serves as staff specialist for the quality assurance components of the Home and Community-Based Services (HCBS) Waiver for Children with Autism Spectrum Disorder (Autism Waiver).

  • Supports the Department and the MDH in the implementation of the quality assurance program for the provision of Medicaid services for children on the AW per COMAR 10.09.56 and the Centers for Medicare and Medicaid Services (CMS) Application for the AW.
  • Analyzes Medicaid paid claims, select sample size and records for review, prepare monitoring tracking spreadsheets, and ensure PIMMT is prepared for monitoring reviews.
  • Leads the PIMMT and conducts on-site visits and monitoring reviews with AW provider agencies across the State to determine compliance with applicable Medicaid and COMAR requirements.
  • Provides technical assistance and acquires corrective action plans (CAP) from providers, as appropriate for compliance related issues. 
  • Tracks submission of CAPs, approve CAPs, and follow-up to ensure identified issues are resolved.
  • Tracks data, analyze trends, and prepare quarterly performance reports as per the CMS approved Application.
  • Develops written monitoring reports for all monitoring visits that includes an analysis of findings, percentage of compliance, supporting documentation, and required actions.
  • Makes recommendations to the MDH for administrative actions, as appropriate and as part of the Interagency Collaboration Branch, collaborate with MDH, Medicaid Fraud Unit, and other Maryland entities to ensure compliance with Medicaid, and applicable COMAR.
  • Serves as an advisor on the expansion of the AW on matters requiring interpretation of policy across Branches, agencies, and with stakeholders, including AW renewal.
  • Prepares revisions to applicable COMAR and assists with the implementation of the HCBS Final Rule to achieve community integration.
  • Works with MDH to monitor provider billing submissions and resolve Medicaid payment discrepancies.
  • Develops draft guidance, transmittals, and regulations to ensure program implementation in compliance with State and federal regulations and requirements. 
  • Develops and implements training for all providers and provides initial provider orientation to all incoming Autism Waiver providers. 
  • Provides individualized technical assistance to providers to ensure compliance with State and federal regulations and to prospective providers on the application process to become a provider.
  • Demonstrates understanding of Long-Term Services and Support (LTSS) system and Electronic Visit Verification (EVV) process and works closely with MDH to provide technical assistance to assist providers in using this system.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or higher in Social Work, Special Education, Public Health, Business Administration, or other related field.

EXPERIENCE: Four (4) years professional administrative and/or supervisory experience in conducting quality assurance reviews and training in a public health, special education, or program serving individuals with disabilities including individuals on the Autism Spectrum. 

NOTES:
  1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
  2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year experience with Medicaid services or Home and Community-Based Services Waivers.

DESIRED OR PREFERRED QUALIFICATIONS

  •  Knowledge of trends, regulations, policies, and issues governing programs for students with Autism Spectrum Disorder (ASD) 
  • Knowledge of implementing, monitoring, and program evaluation
  • Knowledge of Maryland’s 1915(c) Home and Community Based Services (HCBS) Waiver for Children with ASD, specifically AW provider requirements
  • Skill in establishing and maintaining effective working relationships
  • Ability to interpret and apply laws and regulations governing AW programs
  • Ability to manage multiple tasks
  • Ability to communicate clearly and effectively both orally and in writing, through the presentation of concise yet comprehensive training, analyses, and reports.
