POSITION DUTIES
This position serves as an extended
learning opportunities specialist responsible for providing leadership and
technical assistance in the areas of summer and after school learning
opportunities and youth development to 21st Century Community grant recipients
and Maryland’s 24 local education agencies (LEAs).
- Serves as the technical specialist for monitoring of 21st Century Community Learning Centers (21st CCLC) funded afterschool programs.
- Provides leadership, managerial direction, and technical assistance to local recipients of the 21st CCLC funded grants.
- Assists in the design, development, implementation, and evaluation of afterschool programs designed to improve the academic achievement of disadvantaged children.
- Provides professional development to 21st CCLC grantees in Maryland’s 24 LEAs.
MINIMUM QUALIFICATIONS
- Candidates may substitute a Bachelor’s degree and 6 years of experience directly related to the position option for the required education.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resources.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
Applicants must meet the
selective qualification(s) to be considered. Include clear and specific
information on your application regarding your qualifications.
- Must have 2 years of experience in writing, reviewing or managing grants.
DESIRED OR PREFERRED QUALIFICATIONS
- Project Management experience, to include directing, leading, planning and managing projects.
- Experience in developing, coordinating, and delivering training.
- Experience preparing written reports and presentations.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Applicants must
consent to a State Police Investigation (fingerprinting) as a routine procedure
for all employees with this Agency.
SELECTION PROCESS

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
