Main Purpose of Job
This
position serves as an Early Childhood Special Education (ECSE)
Specialist responsible for providing
programmatic support and technical assistance to local Infants and
Toddlers Programs (LITPs), local education agencies (LEAs), and community
and school-based public
and private early childhood programs
for the implementation of
seamless, comprehensive system of coordinated services for children with
disabilities, ages birth through five and their families, under IDEA Part C and
IDEA Part B, Section 619.
The position develops
resources and the provides technical assistance and support on evidence-based
and promising early intervention and early childhood (ages 3 through Kindergarten) instructional practices, the expansion and enhancement
of services in natural
and least restrictive environments, measurement approaches to support ongoing
monitoring of child progress, and data analysis for local program improvement
in order to improve child and family outcomes and narrow the school readiness
performance gap for young children with disabilities.
POSITION DUTIES
Provides programmatic
support and technical assistance to LITPs and LEAs for improving outcomes and
narrowing the school readiness performance gap for children with disabilities,
ages birth through kindergarten.
- Identifies, designs, and conducts technical assistance activities, including resource development, on evidence-based practices, models, and approaches.
- Designs and coordinates the implementation and evaluation of resources supporting access to and participation in natural and least restrictive environments.
- Develops and coordinates professional development on data analysis methods for local birth through five program improvement planning.
- Provides professional development and technical assistance to LITPs and LEAs on the implementation of the Child Outcomes Summary (COS) process.
- Reports on successful programmatic support and technical assistance activities for implementing Maryland’s birth through five system of services and narrowing the school readiness performance gap.
- Reviews and monitors the programmatic components of assigned competitive and non-competitive federal and State-funded grants that support Maryland’s seamless birth through five comprehensive system of coordinated services.
- Monitors the programmatic components o grants assigned to the Early Childhood Section, Programmatic Support and Technical Assistance Branch
- Provides support and technical assistance for the implementation of Maryland’s Birth through Five system of services
MINIMUM QUALIFICATIONS
Education: A Master’s Degree or equivalent 36 post baccalaureate
credit hours of course work in Education, Special Education Early Childhood
Education or a related field.
Experience: Four (4) years professional experience in the design
and implementation of early intervention and/or early childhood special
education programs.
Notes:
- Candidates may substitute two additional years of experience directly related to the position option for the required education.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year
of experience implementing services to children
with disabilities and their families within community-based or school-based
programs
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the
following preferred qualification(s). Include clear and specific

- Experience providing and/or administering services in a Part C/Early Intervention program.
- Knowledge of and experience with implementing individual and systemic strategies designed to support children with challenging behavior and/or mental health support needs.
- Knowledge of IDEA, Part B Section 619 and Part C regulations and requirements.
- Knowledge of trends, regulations, policies, and issues governing early intervention and special education programs.
- Skill collecting, analyzing, and interpreting data for program improvement.
- Skill developing, delivering, and evaluating professional learning in face-to-face, virtual, asynchronous, and hybrid formats.
- Skill in maintaining effective working relationships.
- Skill developing written programmatic resources and policy guidance.
- Ability to manage multiple tasks.
- Ability to establish and maintain harmonious working relationships.
- Ability to communicate clearly & effectively both orally & in writing, through the presentation of concise yet comprehensive training, analyses & reports.
