Main Purpose of Job

Lead Nonpublic Special Education Specialist facilitates, coordinates, and provides oversight of the Annual Nonpublic Special Education School Cost Approval Process. This process is the established procedure utilized by the Maryland State Department of Education (MSDE) to approve rates for the cost of the programs as required under Education Articles 8-406 and 8-415. This position also supports the Nonpublic Special Education Section’s collaborative efforts with other State agencies, local interagency committees, nonpublic special education schools, and local education agencies (LEAs) to implement federal and State regulations, maintain compliance, and provide appropriate community-based and nonpublic special education and support services for students with disabilities.

POSITION DUTIES

· Performs an in-depth review and analysis of proposed budgets submitted by in- and out-of-state nonpublic special education schools; recommends approval, negotiation, or modification.


· Takes responsibility for tracking the review and analysis of proposed budgets submitted by nonpublic special education providers; creates and disseminates the cost sheets for nonpublic special education providers.


· Prepares materials for and assists in facilitating meetings of the Nonpublic Cost Group; tracks yearly requests, decisions, and outcomes; develops and revises metrics to be used to evaluate requests; develops and implements monitoring and auditing processes of approved decisions.


· Leads the monitoring process for out-of-state facilities and programs as it relates to cost approval and/or approval for funding under the Nonpublic Tuition Assistance Program.


· Participates in the monitoring process for in-state facilities related to budget issues.


· Assists in the preparation for and facilitation of the annual technical assistance meetings for nonpublic special education schools regarding budget preparation, collaboration with referral sources, and completion of required forms and documents.


· Provides technical assistance to local education agencies (LEAs), State agencies, and nonpublic special education schools, as appropriate.


· Manages access to the “Nonpub” folder on MOVEit for nonpublic special education schools.


·    Assists with coordinating annual technical assistance meetings for nonpublic special education schools, State agencies, and LEAs on topics supporting the work of the Nonpublic Special Education Section.


·     Analyzes data and prepares reports necessary to support the work of the Nonpublic Special Education Section, including data analysis for legislative reports and responses.


·     Represents the Department on the Interagency Rates Committee and other committees, as assigned.

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.

 

EXPERIENCE: Five (5) years of administrative, or teaching experience in, or affiliated with, an education program. Experience in education program budget formulation, fiscal oversight or administrative work related to budget development, review, or management is desirable.

 

NOTES:

1.   Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.

2.   Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.

3.   The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

  • Knowledge of State and federal laws, regulations and policies, and issues governing education programs for students with disabilities as it relates to nonpublic special education services.
  • Knowledge of special education laws regulations, policies, programs and issues.
  • Professional experience analyzing budgets and other fiscal/financial data.
  • Knowledge of Nonpublic Tuition Assistance Program.
  • Knowledge of application processes, data systems and rate setting for nonpublic special education schools.
  • Skill in responding effectively to problems and inquiries from school personnel and concerned stakeholders.
  • Skill interpreting and applying laws and regulations governing special education programs.
  • Ability to manage multiple tasks; ability to establish and maintain harmonious working relationships with local education agencies and nonpublic special education schools.
  • Professional experience directing or managing a collaborative process with multiple State agencies.
  • Ability to clearly communicate orally and in writing.
