Main Purpose of Job
This position will maintain standard fiscal grant liaison
responsibilities to provide technical assistance to local education agencies
(LEAs) and public agencies (PAs) regarding Individuals with Disabilities Act
(IDEA) Part B Local Applications for Federal Funds (LAFF) and Part C
Consolidated Local Implementation Grant (CLIG), including amendments, progress
reports, carryover requests, and special requests for federal discretionary
funds in a timely manner. Prepares
Notice of Grant Awards (NGOA) and participates in Subrecipient Grant
Monitoring, specifically for Part C.
In addition, the position will serve as the Programmatic and
Fiscal Lead for the Grant Specialists in the Resource Management and Monitoring
Branch and be accountable for ongoing oversight and compliance, as well as
development and revision, as necessary, of several key grant management areas,
including Subrecipient Grant Monitoring (SRGM), in-service training of Section
fiscal grant liaisons, revised MS-22 as/if necessary, proposals to the Branch
Chief and Assistant State Superintendent for revisions to and annual final
format of the IDEA Part B LAFF and the Part C CLIG, initial annual draft of
MSDE Part B and Part C applications, and proposed initial drafts of audit
finding responses.
POSITION DUTIES
Coordinates
programmatic and fiscal lead functions to insure compliant issue, management,
expenditure, and reporting of IDEA grant funds.
- Researches, develops, provides, and evaluates in-service training of Section fiscal grant liaisons on federal and State grant regulations in COMAR, OMB Circulars, and EDGAR, including the development of standards for required liaison proficiency, and evaluates in-service training for Section fiscal grant liaisons regarding programmatic aspects of IDEA Part B.
- Prepares proposals to the Branch Chief and Assistant State Superintendent for revisions to and annual final format of the IDEA Part B LAFF and the Part C CLIG and prepares initial annual drafts of MSDE Part B and Part C applications to the Office of Special Education Programs for Maryland’s federal IDEA funds.
- Calculates the allocation of LEA/PA IDEA Passthrough amounts in accordance with applicable regulations and produce the annual IDEA Part B Allocation Sheets for all LEAs/Pas and produces and submit monthly Federal Funding Accountability and Transparency Act reports.
- Leads and Supports Fiscal Grant Liaisons in utilizing the Division’s Grant Database to ensure accurate financial reporting and by ensuring the appropriate development and maintenance of the Division’s Grant Database and in the management of grant funds by providing grant fiscal reporting of funding spend-down, preparation of materials to ensure the accurate completion of NOGAs.
- Support the Division Branch Chiefs by providing grant fiscal reporting of funding spend-down, as necessary and prepares proposed initial drafts of audit finding responses for all federal and State audits of funds managed by the DSE/EIS.
- Participates in the monitoring activities at the Subrecipient Monitoring visits for IDEA Part B and Part C funding sources with the assistance, when necessary, of fiscal grant liaison.
- Coordinates the collection of monitoring results from Subrecipient Monitoring team to prepare monitoring visit reports and evaluates, approves, and monitors the implementation of Corrective Action Plans that result from Subrecipient until successfully implemented.
- Ensures compliant, quality support for grant recipients and compliant grant expenditure and reporting for IDEA Part B and /or IHE/Non-LEA grants.
- Provides technical assistance to LEAs and PAs in analyzing local and federal local policies, procedures and practices related to grant funding for the implementation of services for students with disabilities in accordance with federal and State regulations.
MINIMUM QUALIFICATIONS
EDUCATION:
Master’s Degree
in Special Education, Education, Related Services, Education
Administration-Supervision or a related field.
EXPERIENCE: Five years of administrative or teaching experience in or
affiliated with special education or early intervention, or fiscal management
of federal grants. Experience coordinating or administering programs related to
services for individuals with disabilities and their families is preferred.

- Candidates may substitute a Bachelor's Degree with 7 years of the specified content experience to satisfy the Minimum Qualifications noted above.
- Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resources.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Special Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of experience in a Special Education program.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the

- Knowledge of trends, regulations, policies, and issues governing early intervention and special education programs.
- Knowledge of compliance and fiscal management of federal grant awards, including FFATA, Uniform Grants Guidance, and OMB Circulars.
- Skill in collecting and managing data and information.
- Skill in maintaining effective working relationships.
- Skill organizing and managing multiple tasks; ability to establish and maintain harmonious working relationships with internal and external stakeholders.
- Ability to communicate clearly and effectively both orally and in writing, through the presentation of concise yet comprehensive training, analyses, and reports.
