POSITION DUTIES

The purpose of this position is to manage the implementation of the Maryland Comprehensive Assessment program (MCAP) as it relates to students with disabilities. The Program Manager is responsible for the facilitation and coordination of The Maryland State Department of Education (MSDE) content and assessment staff, staff in the Division of Special Education/Early Intervention Services, and vendors under contract with Maryland to ensure appropriate and timely development and administration of Maryland state assessments in which students with disabilities participate. These tests include but are not limited to the MCAP for English Language Arts, Mathematics, Maryland Integrated Science Assessment (MISA) 5&8, Grade 8 Social Studies, Government, LS MISA, and Dynamic Learning Maps (DLM).

One of the major areas of responsibility will be to act as the Project Manager for all alternate assessments for students with significant cognitive disabilities as required by the federal Every Student Succeeds Act (ESSA) and the Individuals with Disabilities Education Act (IDEA). In addition, the incumbent in this position will be responsible for the creation, updating, and maintenance of the Maryland Accommodations Manual and any other collateral materials and processes needed to provide training and staff development on the policies, use and implementation of accommodations and accessibility features for instruction and assessment in Maryland public schools.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in education or a related area from an accredited college or university.

Experience: Four years of professional administrative or teaching experience in or affiliated with an education program, including two years of experience coordinating, monitoring or administering Special Education assessments. 

Notes:
1. Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post baccalaureate course work in Education or a related area for two years of required experience directly related to the position option.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for three years of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resources.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

  • One-year supervisory experience of a Special Education or Early Intervention program servicing individuals with disabilities and their families.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience in providing technical assistance to various, diverse audiences.
  • Knowledge of State and Federal laws, regulations, policies and issues regarding Maryland assessments and students with disabilities.
  • Knowledge of the Individual Education Program (IEP) used to develop strategies for accommodations.
  • Experience in providing technical guidance for accommodations, accessibility, and special education as they relate to instruction and testing for students with disabilities.
  • Experience with a variety of special education settings including non-public schools.
  • Experience in managing and coordinating projects and timelines with a variety of stakeholders.
  • Experience with selecting, implementing, and monitoring accommodations for students with disabilities.

SPECIAL REQUIREMENTS
