Main Purpose of Job

The Director of Professional Learning and High-Quality Instructional Materials supports the Executive Director of Professional Learning and High-Quality Instructional Materials to provide best-in-class leadership to implement a strategic vision in coordinating, developing, implementing, and evaluating high quality, relevant and timely professional learning experiences, (in-person and virtual) for prekindergarten through grade 12 programs and initiatives. This position co-leads the deployment of best in class, evidence-based professional learning to local education agencies (LEAs) aligned to professional learning standards that support educator effectiveness and student outcomes. Additionally, this position provides leadership and design expertise to all statewide professional learning initiatives such as, but not limited to: managing and monitoring continuous development of school leaders and teachers through effective professional learning that is relevant, job-embedded, and customized to the needs of individual staff; leadership for compliance monitoring and technical assistance; professional learning to support the adoption and implementation of high-quality instructional materials (HQIM) in Maryland for prekindergarten through 12th grade; and professional learning in support of educator usage of HQIM materials.

The Director of Professional Learning and High-Quality Instructional Materials is responsible for establishing a design framework for educator professional learning, assessing implementation for continuous improvement, developing organizational structures needed to support high-quality professional learning, and building an efficient infrastructure for publishing and communicating professional learning opportunities. This position also supports the Deputy Superintendent of Teaching and Learning and the Executive Director of Professional Learning and High-Quality Instructional Materials to align strategy, planning, and development with MSDE’s overall initiatives and objectives.

Additionally, the Director of Professional Learning and High-Quality Instructional Materials provides high-quality, sustained engagement with LEAs and early learning providers, and other key stakeholders (i.e., institutions of higher education, nonprofits; community-based programs etc.) in supporting the development and implementation of professional development for every Maryland educator, with an eye towards preparing them to support historically underserved students. This position collaborates with MSDE content teams, offices, and divisions to analyze impact and evaluation data from professional learning experiences and supports teams in utilizing the data to refine professional learning opportunities. This position supports the Maryland State Department of Education’s efforts in implementing the multiyear Strategic Plan and the Blueprint for Maryland’s Future.

POSITION DUTIES

Provides leadership, management and support for the implementation of best-in-class professional learning experiences aligned to State and National Standards and evidence-based practices.
  • Provides leadership and support of statewide high-quality professional learning programs and initiatives related to the implementation of prekindergarten through 12 high-quality instructional materials (HQIM) to support the implementation of evidence-based curricula.
  • Provides strategic leadership in working collaboratively with offices, departments, and branches to plan, coordinate, evaluate, and align professional learning.
  • Facilitates the process for formatting, revising, editing, and preparing professional learning standards, and framework documents for publication on the MSDE website and leads the process for monitoring and updating professional learning resources on the MSDE website and ensures the use of social media and press releases to celebrate and promote professional learning opportunities in close collaboration with MSDE’s Office of Communications and Community Engagement.
  • Engages collaboratively with MSDE’s Division of Educator Certification and Program Approval to review and provide feedback on teacher preparation programs, and in the development of high-quality mentor and new teacher support and professional learning that aligns with COMAR and national research.
  • Facilitates the development, deployment, and maintenance of a multi-year plan for professional learning" 
  • Identifies exemplary professional learning programs, initiatives, research, and resources.
  • Supports design and leads implementation of initiatives to increase the number of teachers statewide who participate in high-quality professional learning (HQPL) grounded in the skillful use of HQIM.
  • Responds to requests to design, implement, and evaluate high-quality professional learning activities for various audiences.
  • Develops and implements best-in class professional learning in collaboration with MSDE teams for LEA professionals and district leaders (i.e. MSDE Learning Labs; Lesson Studies; etc.).
  • Supports monitoring for strategies, initiatives, and interventions of grant programs regarding the use of evidence-based strategies.
  • Assists in the evaluation of LEA sub-grants for adherence to federal guidance, use of evidence-based strategies, and outcomes and provides technical assistance to LEAs in developing and implementing their programs for the federal grants.
  • Compiles data and other relevant information for reports as required by the United States Department of Education.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree in Education or a related area from an accredited college or university.

Experience: Five (5) years or more years of experience in managing and leading educator professional development, professional learning or related programs for school leaders and teachers in prekindergarten through 12 settings. One year of this experience must include supervising and/or coaching professional education staff.

Notes:
  1. Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work in Education, Education Administration, professional development or a related area for two years of the required experience directly related to the position.
  2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience. 
  3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one year of which must have been in an administrative supervisory or consultative capacity.

  • Knowledge of Learning Forwards’ Standards for Professional Learning.
  • Experience in supporting the adoption, implementation, and educator usage of high-quality instructional materials (HQIM). 
  • Experience developing and coordinating professional learning for prekindergarten through 12th grade educators and school leaders.
  • An understanding of grant programs (federal Title IIA) and initiatives related to professional learning 
  • Knowledge of adult learning theory and the development of professional learning opportunities that are aligned to State and National Standards and incorporate evidence-based practices.
  • Knowledge and experience with leading collaborative groups, such as professional learning communities, data-dialogue, lesson study, peer coaching/mentoring, and peer observation.
  • Knowledge of trends, regulations, policies, and issues affecting educator professional learning and the implementation of HQIM. 
  • Skill establishing a system for educator professional learning, assessing implementation for continuous improvement, developing organizational structures needed to support high-quality professional learning, and building an efficient infrastructure for publishing and communicating professional learning opportunities.
  • Skill in implementing, monitoring, evaluating, and providing high-quality and service-level-based support and technical assistance for education programs.
  • Skill collaborating with diverse communities and organizations for the purpose of implementing programs and strategies.
  • Skill in developing and delivering research-based and best-in-class professional learning programs.
  • Ability to align and create professional development related to the implementation of prekindergarten through 12 HQIM.
  • Ability to organize and manage multiple tasks and deadlines.
