The Blueprint for Maryland’s Future Accountability and Implementation Board (AIB) is seeking a Research Data/Fiscal Analyst. The AIB is a new State agency established to oversee the implementation of the Blueprint for Maryland’s Future, which is a multi–year initiative to transform Maryland’s public schools to provide a world–class education to every student. POSITION DUTIES

The Research Data/Fiscal Analyst will report to the Research and Accountability Director of the AIB, who along with the Executive Director, AIB staff, supports the Board, which consists of seven members appointed by the Governor with the advice and consent of the Senate. The Research Data/Fiscal Analyst performs an essential function in monitoring and assessing the progress made by state and local agencies as required by the Blueprint statute through collecting and analyzing and interpreting data from various sources.

AIB is a fast paced, team working organization. The basic expectations of all AIB employees are to rapidly learn, take initiative, collaborate with team members, accomplish the quantity of work expected, and adapt to rapid changes in work assignments. 

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

● Provides senior level financial reporting and analysis for AIB as it relates to Blueprint funding;
● Compile and clean incoming data from various sources/systems, identify areas for improvement;
● Compile, analyze, and summarize disaggregated data to identify trends and expected outcomes achieved by the Blueprint as required by the statute; 
● Track progress toward achieving outcome measures and goals identified in the Blueprint Comprehensive Plan;
● Work with Maryland State Department of Education, Local Education Agencies (LEAs), Maryland Longitudinal Data System Center (MLDSC), higher education institutions, and other agencies to collect and analyze relevant disaggregated data to assess the impact of the Blueprint and whether expected outcomes are being achieved; 
● Develop data visualizations for Blueprint progress indicators for the AIB website; 
● Track and analyze annual school system expenditures as required by Blueprint statute; and
● Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Education, Policy or other related field from an accredited college or university.

Experience: Three years of experience in research, data management, statistical analysis or related fields.

Notes:
1. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  1. Advanced proficiency in Excel.
  2. Experience using data visualization tools such as Tableau, Power BI, or Qlik.
